| Conditions or Reasons: | 1)
The development hereby permitted shall begin not later than three years from the date of this permission.
Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |

Notwithstanding the details shown on drawing ref: BEF/09/B, prior to the first use of the development hereby approved, details of the junction between the proposed access road and the highway shall be submitted to, and approved in writing by, the Local Planning Authority. The details for approval shall include demonstration of a minimum access width of 7.3m for a distance of 11m into the site measured from the edge of the highway, and surfacing in bituminous material also for a minimum distance of 11m measured from the edge of the highway. Any gates provided shall open away from the highway and be set back a distance of at least 11.0 metres from the nearside edge of the adjoining highway.

Notwithstanding the details shown on drawing ref: BEF/09/B, the development hereby approved shall not be brought into use until the junction between the proposed access road and the highway as detailed within the approved plans to be agreed in condition 2 has been constructed in accordance with the approved details, amended as necessary by the technical and safety audit process, and opened to traffic (See Notes to the Applicant)

Notwithstanding the details shown on drawing ref: BEF/09/B Visibility splays shall be provided at the junction of the access with the public highway before the development is brought into use. The minimum dimensions to provide the required splay lines shall be 2.4m measured along the centre line of the proposed access from its junction with the channel of the public highway and 215m looking right (north) measured from the centre line of the proposed access along the line of the channel of the public highway. Looking left (south), the visibility splay from 2.4m shall extend to a minimum of 162m which may be measured up to a 500mm offset from the eastern channel of the public highway. The required vision splays shall for the perpetuity of the development remain free of any obstruction to visibility.

To provide adequate visibility between the existing highway and the proposed access, and to make the access safe and convenient for the traffic which is likely to use it (policy T2, Central Bedfordshire Local Plan, 2021) |

Before the approved access, subject of Condition 2, is first brought into use, any existing access within the frontage of the land to be developed, not incorporated in the access hereby approved shall be closed in a manner to the Local Planning Authority's written approval and constructed in accordance with the approved details. (See Notes to the Applicant)

Unless otherwise agreed in writing by the local planning authority following submission of appropriate supporting details, the area identified to be kept clear on plan ref.BEF/09B shall be made available prior to the development hereby approved being brought into use and retained for use as a turning space for vehicles.
Reason
To enable vehicles to draw off, park and turn outside the highway limits thereby avoiding the reversing of vehicles on to the highway (Policy T2, Central Bedfordshire Local Plan, 2021) |

The premises shall only be in operation and/ or open to customers between the hours of 8.00 am to 6.00 pm Mondays to Fridays, 08.00 am to 1.00 pm on Saturdays, and not at all on Sundays and Bank Holidays.
Reason: To safeguard the residential amenity which the occupiers of neighbouring properties might reasonably expect to enjoy. (Section 12, NPPF) |

The development hereby permitted shall not be occupied or brought into use until the details of any external lighting to be installed on the site, including the design of the lighting unit, any supporting structure and the extent of the area to be illuminated, have been submitted to and approved in writing by the Local Planning Authority. The external lighting shall be installed in accordance with the approved details.
Reason: To protect the visual amenity of the site and its surrounding area. (Section 12, NPPF) |

Noise from operations associated with the use hereby approved shall not exceed the typical background noise level inclusive of any penalty for tonal, impulsive or other distinctive acoustic characteristics when measured or calculated according to the provisions of BS4142:2014 (as amended).

No equipment, goods, waste or other materials shall be deposited or stored in the open outside the buildings on the site.
Reason: To safeguard the character and appearance of the site and the surrounding area. (Section 12, NPPF) |

The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers BEF/01; BEF/02A; BEF/03; BEF/04; BEF/05; BEF/06; BEF/07; BEF/08B; BEF/09B
