Conditions or Reasons: | 1)
The detached garage, due to its height, and excessive width and bulk; would form a dominant and unsympathetic addition at the application site, disproportionate and non-subservient in relation to the built form of the host dwelling. The proposed rear extensions, cumulatively, would form disproportionate additions, in a visual and spatial sense, and would dominate and overwhelm the scale and character of the existing dwelling. These aspects of the proposal would not be deemed to respect the built form of the host dwelling, would not be subservient, and cannot be said to appear as an addition in a 'supporting' role. Considering the above, the proposed garage and rear extensions would result in detrimental harm on the character and appearance of the dwelling, and area, and would not constitute high-quality design; contrary with Policy HQ1 of the Central Bedfordshire Local Plan, Section 11 of the Central Bedfordshire Design Guide, and Section 12 of the NPPF. |

The proposed garage, due to its minor separation from the shared boundary, and in conjunction with the bulk and height of the proposal in its siting; would result in a harmful overbearing impact on the private rear amenity space of neighbouring dwelling No. 11 Cherry Orchard. In addition to this, the proposed dormers, due to their siting parallel with the shared boundary with new dwellings to the north-east, in an elevated siting; would result in an overlooking impact, and a perception of overlooking, on the private amenity space of neighbouring dwellings Nos. 8, 9 and 10 Cherry Orchard. The proposed two storey and single storey rear extensions, due to their cumulative, bulk, mass and depth in very close proximity to the shared boundary; would give rise to a detrimental overbearing impact, loss of outlook, sense of enclosure and loss of light to the private amenity space of neighbouring dwellings Nos. 6 and 7 Cherry Orchard. Considering the above, the garage and rear extensions would be contrary with Policy HQ1 of the Central Bedfordshire Local Plan, Section 11 of the Central Bedfordshire Design Guide and Section 12 of the NPPF. |
