Conditions or Reasons:
1) The proposed first floor side extension, by reason of its overall scale, specifically its depth beyond the rear elevation of 48 Holywell Road, together with its close siting to the shared boundary and its combined massing and bulk together with the two-storey rear extension, would give rise to an unacceptable loss of light to the nearest windows within the rear elevation of 48 Holywell Road and would result in poor outlook, harmful overbearing impact and a sense of enclosure for occupiers of this neighbouring property. Therefore, the proposal would fail to safeguard the amenity of neighbouring occupiers of 48 Holywell Road, in direct conflict with Policy HQ1 of the Central Bedfordshire Local Plan (2021), Section 12 of the National Planning Policy Framework (2023), and the Central Bedfordshire Design Guide (2023).
2) The proposed extensions, when considered together with existing extensions to the building, would collectively appear as disproportionate additions over and above the size of the original building, both in terms of the overall footprint increase and the combined scale, bulk and visual massing of the extensions. The proposal would therefore represent inappropriate development in the Green Belt and would also result in loss of openness to the Green Belt in both visual and spatial terms. A case of very special circumstances had been put forwards, however, this would clearly and demonstrably outweigh the substantial weight given to the harm to the Green Belt in terms of inappropriateness and a loss of openness, and also the harm to the amenity of neighbouring occupiers identified. Consequently, the very special circumstances necessary to justify the development do not exist. The proposal is therefore contrary to Policy SP4 of the Central Bedfordshire Local Plan (2021), Section 13 of the National Planning Policy Framework (2023) and the Central Bedfordshire Design Guide (2023).
