Conditions or Reasons for Planning Application - CB/24/00311/FULL
Conditions or Reasons:
1) The proposed two storey side extension by reason of its siting, form and design would represent an unacceptable enlargement of the dwelling to the detriment of the character and appearance of the area resulting in an unacceptable terracing effect. Moreover, it would extend up to the shared boundary at two storey and would result in a harmful overbearing impact and a loss of light to No 114 Norton Road. Therefore, the proposal is not considered to be a high standard of design and is contrary to Policy HQ1 of the Adopted Local Plan (July 2021), Section 11 of the Central Bedfordshire Design Guide (August 2023), and Section 12 of the National Planning Policy Framework (2023).
2) The proposal has failed to demonstrate that sufficent on site parking can be provided, therefore resulting in an increased likelihood of on street parking in unsuitable locations to the detriment of highway safety. As such, the proposal is contrary to Policy T3 of the Adopted Central Bedfordshire Local Plan (July 2021), Section 4 of the Parking Standards for New Development SPD (August 2023), and Section 9 of the National Planning Policy Framework (2023).
