Conditions or Reasons for Planning Application - CB/24/00409/VOC
Conditions or Reasons:
1) The development shall be implemented in full accordance with the archaeological written scheme of investigation (WSI) approved under ref: CB/22/02995/DOC on the 4.10.22 (document titled WSI: Coach House & Stable Block, The Old Rectory, Church Road, Sutton, Sandy, Bedfordshire SG19 2NB (dated September 2022) and this condition (Part B) shall only be fully discharged when:

it has been confirmed in writing to the Local Planning Authority that all elements of the archaeological fieldwork have been completed
a Post Excavation Assessment report and an Updated Project Design or a final archaeological report has been submitted to and approved in writing by the Local Planning Authority. This shall be done within six months of the completion of the archaeological fieldwork unless otherwise agreed in advance in writing by the Local Planning Authority
the post-excavation analysis; the preparation of the site archive ready for deposition at a store approved by the Local Planning Authority; the preparation of an archive report and the submission of a publication report have all been completed. This shall be done within twelve months of the conclusion of the archaeological fieldwork unless otherwise agreed in advance in writing by the Local Planning Authority

Reason: A failure to secure archaeological investigation in advance of development and to make the record of that work publicly available would be contrary to paragraph 205 of the National Planning Policy Framework that requires developers to record and advance of understanding of the significance of any heritage assets affected by development before they are lost (wholly or in part).

2) The development hereby permitted shall only be used as an annexe to the dwelling known as The Old Rectory, Church Road, Sutton and shall not be occupied as a separate or self-contained dwelling unit.

Reason: To prevent the establishment of a separate residential unit.

3) In the event that contamination is found at any time when carrying out the approved development, it shall be reported in writing immediately to the Local Planning Authority. An investigation and risk assessment shall then be undertaken by a competent person, in accordance with 'Model Procedures for the Management of Land Contamination, CLR 11'. A written report of the findings should be forwarded for approval to the Local Planning Authority. Following completion of remedial measures a verification report shall be prepared that demonstrates the effectiveness of the remediation carried out. No part of the development should be occupied until all remedial and validation works are approved in writing.

Reason: To ensure that no future investigation is required under Part 2A of the Environmental Protection Act 1990.
4) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers:
