Conditions or Reasons for Planning Application - CB/24/00423/FULL
Conditions or Reasons:
1) By reason of their height and width, the proposed apartment blocks would present a development with an excessive scale which would appear dominant in the street scene, detracting from the character and appearance of the immediate area. Furthermore, with the resulting scale and footprint of development required for nine apartments, the rear of the buildings would be dominated by hardstanding to accommodate car parking requirements and access to these spaces with only small and insufficient areas for landscaping and ecology enhancements, and amenity space. As such the proposal is an overdevelopment of the site. The proposal is therefore contrary to Section 12 (Achieving well-designed and beautiful places) of the National Planning Policy Framework (NPPF), December 2023, and Policy HQ1 (High Quality Development) of the Central Bedfordshire Local Plan 2015 - 2035, July 2021.
2) By reason of a failure to provide at least 35% Category 2 M4(2) adaptable homes and at least 5% Category 3 M4(3) wheelchair adaptable homes, the proposal fails to meet identified specific housing local need and to encourage accessible and inclusive environments. The proposal is therefore contrary to Section 5 (Delivering a sufficient supply of homes) of the National Planning Policy Framework (NPPF), December 2023, and Policy H2 (Housing Standards) of the Central Bedfordshire Local Plan 2015 - 2035, July 2021.
3) The proposed development would, by reason of its proximity lying within a 12.6km distance of the Ashridge Commons and Woods Site of Special Scientific Interest (SSSI) within the Chilterns Beechwoods Special Area of Conservation (SAC), add to the recreational disturbance in this area, and be likely to harm the integrity of the conservation purposes of the SAC. In the absence of a completed Unilateral Undertaking providing for contributions to mitigate this harm, the proposal is contrary to the Habitat Regulations, Section 15 (Conserving and enhancing the natural environment) of the National Planning Policy Framework (NPPF), December 2023, and Policy EE3 (Nature Conservation) of the Central Bedfordshire Local Plan 2015 - 2035, July 2021.
