The proposed carport, due to its scale, design and excessive eaves height, cannot be said to reflect or complement the character and architectural design of the Listed Building, and would form a dominant addition at the site, highly prominent when viewed in the context of the surrounding area, visually non-subservient and disproportionate to the host dwelling. The proposal would as such be deemed to result in a detrimental impact on the character and appearance of the area, and would detract views away from, and be harmful to, the setting of the Listed Building. The level of harm, whilst significant, would be less than substantial, however, would not be outweighed by any public benefits and therefore, the development would not accord with Policies HQ1 and HE3 of the Central Bedfordshire Local Plan, Section 11 of the Central Bedfordshire Design Guide or Sections 12 and 16 of the NPPF. |

The proposed carport, and most specifically the first floor dormer windows and balcony, would provide an elevated, direct outlook towards the private rear amenity space of neighbouring dwelling No. 21 Marquis Hill, which would be deemed to give rise to an unacceptable overlooking impact and loss of privacy to its occupants; contrary with Policy HQ1 of the Central Bedfordshire Local Plan, Section 11 of the Central Bedfordshire Design Guide and Section 12 of the NPPF. |
