Conditions or Reasons for Planning Application - CB/24/00546/REG3
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) Within 2 years of the date of its installation, the temporary classroom building, associated hardstanding and artificial playing surface, and additional parking (spaces 85-93 as shown on plan ref. 26226-B-V-C-00-11 Rev E) shall be removed from the site, and the playing field shall be restored in accordance with a specification of works developed by a competent sports agronomist that ensures that it would be restored to the same quality as the area of playing field unaffected by the development.

Reason: In the interest of the amenity of the surrounding area, to secure appropriate drainage and sustainability measures as would be required for a permanent building, and to ensure that there is no long term impact on the quality of the playing field, in accordance with Policies HQ1, CC1 and CC5 of the Central Bedfordshire Local Plan (2021) and the aims of Para 103 of the National Planning Policy Framework (2023).
3) No development shall take place, including the delivery of the modular units, or any works of demolition, site clearance or preparation until a Construction Traffic Management Plan, associated with the development of the site, has been submitted and approved in writing by the Local Planning Authority which will include information on:

Proposed means of access and routing for larger vehicles
Loading and unloading of plant and materials used in the development
Storage of plant and materials used in the development
The erection and maintenance of security hoarding / scaffolding affecting the highway if required.
Wheel washing facilities
Measures on site to control the deposition of dirt / mud on surrounding roads during the development.
Temporary TRO footpath/footway/cycleway or road closures needed during the development period
Temporary TRO/traffic management needed during the development period including the extent of the traffic management
Are all low loaders arriving at once, are they staggered, where will they wait
Tracking diagrams need to be provided of the low loader(s) and crane turning within the site and leaving in forward gear
Any safety barriers, fencing, or other measures within the site to safely segregate the site access and working area from other users of the site.
The provision of banksmen to manage any larger construction or delivery vehicles.
Modular units are abnormal loads and the applicant will need to contact the police and the Councils Streetworks team
Road plates over utility covers
Deliveries outside of peak times
Details of the temporary restriction of parking within the visitor parking area when the low loaders and crane are using the site
A dilapidation survey of the construction traffic route

The approved Construction Management Plan associated with the development of the site shall be adhered to throughout the development process.

Reason: In the interests of safety, protecting the amenity of local land uses, neighbouring residents and highway safety, in accordance with Policies CC8 and T2 of the Central Bedfordshire Local Plan (2021).
4) Prior to the installation of any boundary treatment (gates/fences/walls, or other means of enclosure), details of the type and location of boundary treatments shall be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out in accordance with the approved details.

Reason: In the interest of amenity and ensuring that adequate playing field is retained, in accordance with Policy HQ1 of the Central Bedfordshire Local Plan (2021) and the aims of Para 103 of the National Planning Policy Framework (2023).
5) Before the temporary classroom is first brought into use, an updated Travel Plan shall be prepared, submitted and approved by the Local Planning Authority. The Plan shall contain details of:
plans for the establishment of a working group involving the School, parents and representatives of the local community
pupil travel patterns and barriers to sustainable travel
measures to encourage and promote sustainable travel and transport for journeys to and from School
an action plan detailing targets
a timetable for implementing appropriate measures and plans for annual monitoring and review
measures to manage the car parking on site
All measures agreed therein shall be undertaken in accordance with the approved Plan. There shall be an annual review of the Travel Plan (for a period of 5 years from the date of approval) to monitor progress in meeting the targets for reducing car journeys generated by the proposal and this shall be submitted to and approved by the Local Planning Authority.
Reason: In the interests of highway safety, to reduce congestion and to promote the use of sustainable modes of transport, in accordance with Policy T2 of the Central Bedfordshire Local Plan (2021).
6) Prior to the first use of the temporary classroom hereby permitted, the parking layout indicated on the approved plan no. 26226-B-V-C-00-11 rev E shall be implemented and the parking spaces demarcated and parking space 74 omitted. Thereafter, the parking provision shall be used only as parking provision unless otherwise agreed in writing by the local planning authority

Reason: For the avoidance of doubt, to provide workable on-site parking provision, in accordance with Policy T3 of the Central Bedfordshire Local Plan (2021).
7) Prior to the first use of the temporary classroom hereby permitted, the applicant shall liaise with the travel plan co-ordinator to provide details for adequate secure and covered cycle parking and storage and for accessible parking to be provided on the site for the staff and pupils, the approved details shall be implemented prior to the development being brought into use.

Reason: To ensure the provision of adequate cycle parking to meet the needs of users of the proposed development in the interests of encouraging the use of sustainable modes of transport and to provide adequate blue badge parking for users of the site, in accordance with Policies T3 and HQ1 of the Central Bedfordshire Local Plan (2021).
8) Prior to the first use of the temporary classroom hereby permitted, the on-site vehicular areas (numbered spaces 85 93) shall be surfaced in accordance with the details of the approved plan no. 26226-B-V-C-00-11 rev E

Reason: To avoid the carriage of mud or other extraneous material or surface water from the site so as to safeguard the interest of highway safety and reduce the risk of flooding and to minimise inconvenience to users of the premises and ensure satisfactory parking of vehicles outside highway limits, in accordance with Policies T2 and T3 of the Central Bedfordshire Local Plan (2021).
9) Prior to the first use of the temporary classroom hereby permitted, details of the school sign and location on Stratton Way and replacement school sign on Hitchmead Road shall be submitted to and approved in writing by the Local Planning Authority and the approved details shall be implemented before the development is brought into use.

Reason: To advise drivers that they are in an area with a school and due care and slow speeds should be taken, in accordance with Policy T2 of the Central Bedfordshire Local Plan (2021).
10) Prior to the first use of the temporary classroom hereby permitted, the submission and agreement of details related to additional / revised minibus parking / waiting spaces shall be submitted to the Local Planning Authority and implemented in accordance with those details before the development is brought into use, and thereafter retained for this use.

Reason: For the avoidance of doubt and to provide adequate on-site minibus parking provision, in accordance with Policy T3 of the Central Bedfordshire Local Plan (2021).
11) Prior to the first use of the temporary classroom hereby permitted, details of a 4.8m widened access within the school between and including the gates and the internal loop, including surfacing and drainage and re-siting of the gates, shall be submitted to and approved in writing by the local planning authority with the approved details being implemented prior to the development being brought into use

Reason: To alleviate a 'bottleneck' at the school entrance and obstruction to the public highway and manoeuvring and to improve the access to all users of the school site, in accordance with Policy T2 of the Central Bedfordshire Local Plan (2021).
12) Prior to the first use of the proposed classroom block, two bird boxes and two bat boxes shall be provided within the blue-line school site. Bird boxes shall be placed 2-4 metres above ground, and directed between north and east. Bat boxes shall be placed 4 metres or greater above ground, and direct south, south-east or south-west.

Reason: To ensure that net gains in biodiversity are provided, in accordance with Policy EE2 of the Central Bedfordshire Local Plan (2021).
13) Prior to the first use of the temporary classroom hereby permitted, details of an improved pedestrian access into the school which should be of a suitable width and level to allow for less abled access, including any pedestrian crossing points required should be submitted to and approved in writing by the local planning authority with the approved details being implemented prior to the development being brought into use

Reason: To provide safe and adequate pedestrian access to / from the school site, in accordance with Policy T2 of the Central Bedfordshire Local Plan (2021).
14) Parking spaces numbered 78 and 79 shall measure 5.0m in length, parking spaces numbered 63 to 72 shall measure 2.5m x 5.0m each.

Reason: For the avoidance of doubt and to provide workable parking provision, in accordance with Policy T3 of the Central Bedfordshire Local Plan (2021).
15) If the crane to be used for construction exceeds 14.0m length, details of the bigger crane including tracking diagrams shall be submitted to and approved in writing prior to the crane being brought onto site

Reason: For the avoidance of doubt and to alleviate obstruction and damage to the public highway, in accordance with Policy T2 of the Central Bedfordshire Local Plan (2021).
16) If any construction / demolition works are undertaken within the school term time details of the construction workers parking provision and parking provision for any displaced staff parking shall be submitted to and approved in writing by the Local Planning Authority, the approved details shall be implemented before term time occurs.

Reason: To provide adequate parking provision clear of the public highway to avoid obstruction to the free flow of traffic, in accordance with Policy T2 of the Central Bedfordshire Local Plan (2021).
17) Unless otherwise agreed in writing by the Local Planning Authority, and supported by an updated and revised Construction Traffic Management Plan, the low loaders and crane shall only enter the site outside of term time.

Reason: For the avoidance of doubt and for the safety of all users of the site, in accordance with Policy T2 of the Central Bedfordshire Local Plan (2021).
18) Prior to the removal of the modular units from the site a demolition / removal traffic management plan shall be submitted to and approved in writing by the Local Planning Authority and the approved details shall be implemented during the removal of the units. The DTMP shall include the following:

(A) Proposed means of access and routing for larger vehicles
(B) The erection and maintenance of security hoarding / scaffolding affecting the highway if required.
(C) Temporary TRO footpath/footway/cycleway or road closures needed during the development period
(D) Temporary TRO/traffic management needed during the development period.
(E) Tracking of the low loader(s), and tracking should incorporate any overhang of the crane on the low loader
(F) Are all low loaders arriving at once, are they staggered, where will they wait
(G) Tracking diagrams need to be provided of the low loader(s) and crane entering the school site, turning and leaving in forward gear
(H) Where will the crane be located within the site
(I) Where will the parking for the construction traffic be within the site? Any displaced school parking should be located elsewhere (not on street)
(J) Any safety barriers, fencing, or other measures within the site to safely segregate the site access and working area from other users of the site.
(K) The provision of banksmen to manage any larger construction or delivery vehicles.
(L) Modular units are abnormal loads and the applicant will need to contact the police and the councils streetworks team
(M) Road plates over utility covers

The approved Demolition Management Plan shall be adhered to throughout the demolition process.

Reason: In the interests of safety, protecting the amenity of local land uses, neighbouring residents and highway safety, in accordance with Policies T2 and CC8 of the Central Bedfordshire Local Plan (2021).
19) Any existing trees which are not shown to be removed shall be protected during construction works.

Reason: In the interest of amenity and biodiversity, in accordance with Policies EE2, EE4 and EE5 of the Central Bedfordshire Council Local Plan (2021).
20) The development hereby permitted shall be undertaken in full accordance with the Councils adopted Environmental Code of Practice https://www.centralbedfordshire.gov.uk/info/44/planning/674/codes_of_practice_for_planning/3

Reason: In order to minimise the impact of development on existing trees, landscape features and biodiversity (Section 15, NPPF)
21) The development hereby permitted shall be undertaken in full accordance with the Councils adopted Construction Code of Practice for Developers and Contractors https://www.centralbedfordshire.gov.uk/info/44/planning/674/codes_of_practice_for_planning.

Reason: In order to minimise the impact of construction work on the amenities of nearby residential properties (Section 12, NPPF)
22) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 26226-B-V-P-00-01 Rev A; 26226-B-V-C-00-11 Rev E; 26226-B-V-E-00-10; 26226-B-V-E-00-11; 26226-B-V-P-00-12; 26226-B-V-P-00-14

Reason: To identify the approved plan/s and to avoid doubt.
