Conditions or Reasons for Planning Application - CB/24/00547/FULL
Conditions or Reasons:
1) The proposals represent an overdevelopment of the site to a degree where the layout would be cramped, resulting in a failure to provide suitable access and parking on-site to comply with Central Bedfordshire Council's Highway Construction Standards and Specifications Guidance (Issue 8), Parking Standards for New Developments SPD (2023), the Central Bedfordshire Design Guide (2023) and wider highway design guidance. The failure to achieve suitable standards in respect of garage dimensions (and therefore overall parking requirements including for visitors), driveway dimensions, vehicle manoeuvring widths, intervisibility at individual accesses, service vehicle (deliveries) provision and suitable turning facilities for a fire appliance, would lead to internal congestion and hazardous long reverse manoeuvres and, in turn, conditions of danger and inconvenience to users of the highway and to future occupiers of the development. The proposed development would therefore conflict with the objectives of Policy T2 of the Central Bedfordshire Local Plan (2021) and the objectives of the National Planning Policy Framework (2023).
2) The application is not accompanied by suitable evidence to demonstrate that the development has considered the conservation, restoration, enhancement and creation of ecological networks of habitats and species within the site in order to achieve a Biodiversity Net Gain (BNG). In the absence of this information the level of harm to biodiversity resulting from the development, together with any measures that may be necessary to adequately mitigate and / or compensate for any such harm arising, is unclear. The proposals are therefore contrary to Policy EE2 of the Central Bedfordshire Local Plan (2021)
