Conditions or Reasons for Planning Application - CB/24/00624/LB
Conditions or Reasons:
1) The works shall begin not later than three years from the date of this consent.

Reason: To comply with Section 18 of the Planning (Listed Buildings and Conservation Areas) Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) Notwithstanding the details submitted with the application full product details, identifiable by manufacturer's product name or code, of all rainwater goods components (eg. guttering, downpipes, collars, hopperheads) proposed to be installed as part of the works hereby approved shall be submitted to, and approved in writing by, the Local Planning Authority prior to any installation on site, and the approved works shall be undertaken thereafter strictly in accordance with the approved details.

Reason: To ensure that the approved works are carried out in a manner that safeguards the historic character and detailing of this listed building in all respects (Section 16, NPPF)
3) Notwithstanding the details submitted with the application a full, detailed and itemised Schedule of Repairs for each external window and external door proposed to be overhauled, repaired or refurbished shall be submitted to, and approved in writing by, the Local Planning Authority prior to any work of window or external door overhauling, repair or refurbishment being undertaken on site, and the approved works shall be undertaken thereafter strictly in accordance with the approved details.

Reason: To ensure that the approved works are carried out in a manner that safeguards the historic fabric, character and detailing of this listed building in all respects (Section 16, NPPF)
4) Notwithstanding the details submitted with the application, a written review of the suitability, quality and availability of any stone proposed to be used in the external masonry repairs hereby approved, and any resulting adjustment of the scope of proposed masonry repairs or any proposed alternative of stone type, as appropriate, shall be submitted to, and approved in writing by, the Local Planning Authority prior to any work of external masonry repair being undertaken on site, and the approved works shall be undertaken thereafter strictly in accordance with the approved details.

Reason: To ensure that the approved works are carried out in a manner that safeguards the historic fabric, character and detailing of this listed building in all respects (Section 16, NPPF)
5) Notwithstanding the details submitted with the application a written Specification for the undertaking and reporting of work method and materials trials (to include trial specification, details of trial extent, trial results and on-site presentation, as appropriate) in respect of the following shall be submitted to, and approved in writing by, the Local Planning Authority prior to any work method and materials trials being undertaken on site:

a) portico column repairs
b) Stuc Pierre plaster repairs
c) stone flooring cleaning and repair (all stone types, as appropriate)
d) the cleaning and repair of marble (all repair methods, marble types and marble uses as appropriate, and including elements of marble replacement and the use of finishing sealants) -
1. flooring,
2. wall-lining,
3. vanities and bath stands
e) the cleaning of chimney pieces and the restoration/reinstatement of associated decorative paintwork.

The approved trials and any resulting final approvals of work method and materials by the Local Planning Authority shall be undertaken thereafter strictly in accordance with the approved details.

Reason: To ensure that the approved works are carried out in a manner that safeguards the historic fabric, character and detailing of this listed building in all respects (Section 16, NPPF)
6) Notwithstanding the details submitted with the application drawn details of the proposed Speakeasy Bar and Pillar Room bar installations, by way of floor plan at a scale between 1:20 and 1: 50 as appropriate, and in section at a scale of 1:10, confirming the detailing of the following shall be submitted to, and approved in writing by, the Local Planning Authority prior to any work of bar structure installation, service connection and bar area fit-out being undertaken on site:
any method of fixing of the bar structure, fixed seating and associated partitioning within the existing building structure and fabric
the routing of any services associated with the bar installations (eg. plumbing and electrical connections) clearly detailing any impacts upon historic fabric, as appropriate

The approved works shall be undertaken thereafter strictly in accordance with the approved details.

Reason: To ensure that the approved works are carried out in a manner that safeguards the historic fabric, character and detailing of this listed building in all respects (Section 16, NPPF)
7) Notwithstanding the details submitted with the application a Specification for the proposed blind window treatment, including details of the proposed method of removal of the existing window film and full, and swatch illustrated, product details of the proposed replacement window film, shall be submitted to, and approved in writing by, the Local Planning Authority prior to any work of window film removal and replacement being undertaken on site, and the approved works shall be undertaken thereafter strictly in accordance with the approved details.

Reason: To ensure that the approved works are carried out in a manner that safeguards the historic fabric, character and detailing of this listed building in all respects (Section 16, NPPF)
8) Notwithstanding the details submitted with the application a full Specification, with justification, in respect of the application of safety films as part of proposed glass ceiling repair and refurbishment, including full, swatch illustrated, product details of the safety film(s) proposed to be used and a glass ceiling maintenance plan prepared to limit the risk of future damage, shall be submitted to, and approved in writing by, the Local Planning Authority prior to any work of glass ceiling repair and refurbishment being undertaken on site, and the approved works shall be undertaken thereafter strictly in accordance with the approved details.

Reason: To ensure that the approved works are carried out in a manner that safeguards the historic fabric, character and detailing of this listed building in all respects (Section 16, NPPF)
9) Notwithstanding the details submitted with the application the following details in respect of the proposed Mewes and Davis wall tile and floor tile restoration shall be submitted to, and approved in writing by, the Local Planning Authority prior to any work of wall tile and floor tile restoration being undertaken on site:
the method of tile removal, where removal is required
the use of resin in repairs
the results of the investigation of grouts and the concluded option for the treatment of grouting
the use of replica tiles, demonstrating the accuracy of replication
the use of finishing sealants

The approved works shall be undertaken thereafter strictly in accordance with the approved details.

Reason: To ensure that the approved works are carried out in a manner that safeguards the historic fabric, character and detailing of this listed building in all respects (Section 16, NPPF)
10) Notwithstanding the details submitted with the application, plans of the proposed replacement tile flooring for the First Floor Room 3 Ensuite, clearly showing the floor tile layouts complete, existing and proposed, shall be submitted to, and approved in writing by, the Local Planning Authority prior to any work of flooring replacement being undertaken on site, and the approved works shall be undertaken thereafter strictly in accordance with the approved details.

Reason: To ensure that the approved works are carried out in a manner that safeguards the historic character and detailing of this listed building in all respects (Section 16, NPPF)
11) Notwithstanding the details submitted with the application, any new internal wall openings, as hereby approved, without an existing architrave shall be finished with a timber architrave detailing which shall visibly contrast in form and profile with any predominant historic doorway architrave detailing within the interior of the property.

Reason: To ensure that the approved works are carried out in a manner that safeguards the historic character, detailing and appearance of this listed building in all respects (Section 16, NPPF)
12) Notwithstanding the details submitted with the application any works of internal stone or marble cleaning shall be undertaken using recognised non-abrasive methods only (eg. the use of bristle or nylon brushes).

Reason: To ensure that the approved works are carried out in a manner that safeguards the historic fabric, character and detailing of this listed building in all respects (Section 16, NPPF)
13) Notwithstanding the details submitted with the application any works of internal and external 'making good' required as a result of implementation of the works hereby approved shall be undertaken with materials and in a manner which are strictly compatible with, and fully maintaining, the traditional constructional detailing and character of the building, close-matching with existing materials as appropriate.

Reason: To ensure that the approved works are carried out in a manner that safeguards the historic character, detailing and appearance of this listed building in all respects (Section 16, NPPF)
