Conditions or Reasons for Planning Application - CB/24/00926/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) All external works hereby permitted shall be carried out in materials to match those proposed in plan No.RM 23/047.1 E

Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with materials to match those proposed in the interests of the visual amenities of the locality.

3) Prior to development, all access facilitation pruning and tree removal shall be confined to that being stipulated in Section 6.1, and specified in Appendix 2 "Survey Schedule" of the supporting document "Tree Survey Report -Pre Development", dated October 2023, as prepared by RGS Arboricultural Consultants, with all tree work undertaken by competent and qualified arborists, in full accordance with BS 3998 : 2010 "Tree Work -Recommendations".

Reason: To ensure that only the minimum required tree surgery is undertaken to facilitate development, so as to prevent excessive or unjustified tree felling or pruning, which would otherwise be detrimental to the character and visual amenity of the area, and that such work is carried out in accordance with good arboricultural practice, and to a high standard of workmanship.
4) Prior to development, and following the permitted tree works, all tree protection barriers and ground protection shall be positioned and installed in strict accordance with Sections 6.2, 6.3, and Figure 1 "Specification for temporary tree protection fencing for retained trees", and Appendix 3 "Tree Constraints and Protection Plan" of the supporting document "Tree Survey Report -Pre Development", dated October 2023, as prepared by RGS Arboricultural
Consultants. The tree protection barriers and ground protection shall then remain securely in position throughout the entire course of development works.

Reason: To ensure that the designated Root Protection Areas of retained trees are suitably protected from all development activity, so as to maintain tree health, stability and amenity value.
5) During the course of development, the removal of the concrete base/floor of the existing garage shall adhere to the requirements set out in Section 6.4 of the supporting document "Tree Survey Report -Pre Development", dated October 2023, as prepared by RGS Arboricultural Consultants.

Reason: To ensure that tree roots from retained trees are prevented from damage by the careful removal of the concrete base by hand digging, and carried out in strict accordance with the working methodology set out in the tree survey report.
6) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, number RM 23 / 047.1E

Reason: To identify the approved plan/s and to avoid doubt.
