Conditions or Reasons for Planning Application - CB/24/00940/FULL
Conditions or Reasons:
1) The fencing represents inappropriate development in the Green Belt, which is, by definition, harmful to the Green Belt and should not be approved except in very special circumstances. By reason of its excessive height, solid design and significant length, the development also has a significantly harmful effect upon the openness of the Green Belt. No very special circumstances exist to outweigh the harm to the Green Belt by way of both inappropriateness and a loss of openness. Therefore, the proposal would be contrary to Policy SP4 of the Central Bedfordshire Local Plan (2021) and Section 13 of the National Planning Policy Framework (2023).
2) By reason of the excessive height, length, inappropropriate design and siting of the fencing, the development is considered to appear unduly prominent and visually incongruous within the rural context of the area, resulting in significant harm to the character and appearance of the area, including the rural characteristics of the local landscape. As such, the development is considered to be in direct conflict with Policies HQ1 and EE5 of the Central Bedfordshire Local Plan (2021), Section 12 of the National Planning Policy Framework (2023) and the Central Bedfordshire Design Guide.
3) The fencing would adversely affect forward visibility along Sewell Lane and intervisibility from an access and would therefore cause a hazard for highway users resulting in a detrimental impact on highway safety, contrary to Policy T2 of the Central Bedfordshire Local Plan (2021) and Section 9 of the National Planning Policy Framework (2023).
