Conditions or Reasons for Planning Application - CB/24/01027/LB
Conditions or Reasons:
1) The works shall begin not later than three years from the date of this consent.

Reason: To comply with Section 18 of the Planning (Listed Buildings and Conservation Areas) Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) Notwithstanding the details submitted with the application, illustrated product details, including manufacturers/suppliers product name or code, of the following proposed external materials shall be submitted to, and approved in writing by, the Local Planning Authority prior to any work of building construction, building conversion, building repair or refurbishment being undertaken on site, and the approved works shall be undertaken thereafter strictly in accordance with the approved details:

external materials to be used in the new build hereby approved
external materials to be used in the building conversion (Outbuilding) hereby approved
external materials to be used in the building repair/refurbishment, including the renewal of roof coverings, hereby approved.

Reason: To ensure that the approved works are carried out in a manner that safeguards the traditional character of this listed building in all respects, and
to safeguard the character and appearance of the Conservation Area in which the building is located (Section 16, NPPF).
3) Notwithstanding the details submitted with the application, details of all intended final external finishes, decorated or otherwise, including exterior joinery and wall colour finishes, with colours expressed as RAL nos., Manufacturers product name or code or demonstrated by colour swatches, shall be submitted to, and approved in writing by, the Local Planning Authority prior to any work of building construction, building conversion, building repair or refurbishment being undertaken on site, and the approved works shall be undertaken thereafter strictly in accordance with the approved details:

Reason: To ensure that the approved works are carried out in a manner that safeguards the traditional character of this listed building in all respects, and to safeguard the character and appearance of the Conservation Area in which the building is located (Section 16, NPPF).
4) Notwithstanding the details submitted with the application, a full written method statement and specification for the work of exterior render removal and render replacement, to include the following, shall be submitted to, and approved in writing by, the Local Planning Authority prior to any work of exterior render removal and replacement being undertaken on site, and the approved works shall be undertaken thereafter strictly in accordance with the approved details:

the manner in which the existing render is to be removed
intended replacement render constituents, mix proportions, coats and application
confirmation of the phasing of render removal across complete elevations of the building to allow for the photographic recording, by an appropriately qualified professional individual, or individuals, of any timber framing exposed by render removal
confirmation of the content and format of the final reporting of the photographic record made
confirmation of a timescaled submission to the Local Planning Authority, for written approval, of the final photographic record report produced.


Reason: To ensure that the approved works are carried out in accordance with paragraph 211 of the National Planning Policy Framework (NPPF) where loss is entailed, and to ensure that the approved works are carried out in safeguard of the traditional character of this listed building in all respects and in safeguard of the character and appearance of the Conservation Area in which the building is located (Section 16, NPPF).
5) Notwithstanding the details submitted with the application a drawn section at scale of 1:10 showing the following shall be submitted to, and approved in writing by, the Local Planning Authority prior to the commencement of any works of domestic floor disturbance, excavation and relaying on site, and the approved works shall thereafter be undertaken strictly in accordance with the approved details:

all constructional elements of the proposed insulated floor slab(s), including intended final floor surface finishing (ie. quarry tiles etc.).

Reason: To ensure that the approved works are undertaken with due regard to, and in safeguarding of, the traditional character and historic fabric of this listed building in all respects (Section 16, NPPF).
6) Notwithstanding the details submitted with the application, full details of the replacement ceiling, or otherwise, of the proposed ground floor Playroom, as shown on submitted Drwg. 03-03-001 Rev. C, shall be submitted to, and approved in writing by, the Local Planning Authority prior to the commencement of any work of existing ceiling removal on site, and the approved works shall thereafter be undertaken strictly in accordance with the approved details.

Reason: To ensure that the approved works are undertaken with due regard to, and in safeguarding of, the traditional character and fabric of this listed building in all respects (Section 16, NPPF).
7) Notwithstanding the details submitted with the application the new windows and external doors hereby approved shall be:

of timber construction
with any incorporated double glazing strictly of recognised 'slimstyle' form, not exceeding 14mm in sealed unit thickness, which shall be held 'in frame' within a glazing bar framework, in the traditional manner as appropriate, unless agreed otherwise, in advance and in writing, by the Local Planning Authority

Full product details of all new windows and external doors, confirming all of the above requirements, as appropriate, shall be submitted to, and approved in writing by, the Local Planning Authority prior to any work of new window or external door installation on site, and the approved works shall thereafter be undertaken strictly in accordance with the approved details.

Reason: To ensure that the approved works are carried out in a manner that safeguards the traditional character of this listed building in all respects, and to safeguard the character and appearance of the Conservation Area in which the building is located (Section 16, NPPF).
8) Notwithstanding the details submitted with the application, none of the following works shall be undertaken without the express prior written agreement of the Local Planning Authority:

any disturbance, replacement, alteration, modification, chemical treatment or abrasive cleaning, of any element of the structural timber framing of the building,
in whole or part, including roof structures (other than associated with the rooflight insertion hereby approved)
any disturbance, alteration or modification of the chimney structures to be retained (other than associated with the hearth alterations hereby approved)

Reason: To ensure that the approved works are undertaken with due regard to, and in safeguarding of, the character and historic fabric of this listed building in all
respects, and to avoid doubt (Section 16, NPPF).
9) Notwithstanding the details submitted with the application any works of internal and external 'making good', required as a result of implementation of the works hereby
approved shall be undertaken with materials and in a manner which are strictly compatible with, and fully maintaining, the traditional constructional fabric, detailing and character of the building, close-matching with existing materials, as appropriate.

Reason: To ensure that the approved works are carried out in a manner that safeguards the traditional character of this listed building in all respects, and to
safeguard the character and appearance of the Conservation Area in which the building is located (Section 16, NPPF).
10) Notwithstanding the details submitted with the application, this Consent expressly excludes any form of paint removal/chemical or abrasive stripping or cleaning of any
element of the internal timber framing of the building.

Reason: To ensure that the approved works are undertaken with due regard to, and in safeguarding of, the character and historic fabric of this listed building in all respects and to avoid doubt (Section 16, NPPF).
11) Notwithstanding the details submitted with the application, any render application to the external elements of the chimney structures of the building hereby approved shall be undertaken in a smooth render only.

Reason: To ensure that the approved works are undertaken with due regard to, and in safeguarding of, the character of this listed building in all respects and to avoid
doubt (Section 16, NPPF).
12) Notwithstanding the details submitted with the application, where any new room partitioning hereby approved is to be attached to the existing timber framing or timber flooring of the building, the partitioning shall be attached with screw-fixings only.

Reason: To ensure that the approved works are carried out in a manner that safeguards the historic fabric of this listed building in all respects by minimising irreversible damage and harm (Section 16, NPPF).
13) Notwithstanding the details submitted with the application, full details of any new domestic heating, kitchen and bathroom vents or flues exiting in any respect upon the exterior of the building shall be submitted to, and approved in writing by, the Local Planning Authority prior to any installation on site and the approved works shall thereafter be implemented strictly in accordance with the approved details.

Reason: To ensure that the approved works are carried out in a manner that safeguards the traditional character of this listed building in all respects and to safeguard the character and appearance of the Conservation Area in which the building is located (Section 16, NPPF).
