Conditions or Reasons for Planning Application - CB/24/01370/OUT
Conditions or Reasons:
1) The proposed dwelling at the site, due to the size and shape of the plot, alongside any associated parking, access and sufficient amenity area (internally and externally); would give rise to an overdeveloped and contrived appearance, prominent for those using the Public Right of Way (PROW), detrimental to the character and appearance of the area. The dwelling would not relate well to the local surroundings of the application site and would not retain or reinforce the local distinctiveness of the area, contrary to Policy HQ1 of the Central Bedfordshire Local Plan, Section 6 and 11 of the Central Bedfordshire Design Guide and Section 12 of the NPPF.
2) Insufficient information has been provided by the applicant to enable an accurate assessment to be made of the highway safety/traffic impact implications of the development in respect of visibility splays between the public highway/private access(es) which would be detrimental to road safety for all users of the public highway.
3) The proposed development would result in the increased use of a substandard private access, which would have an adverse effect on road safety and the flow of traffic. By reason of its width, 3m as opposed 4.8m, the existing private access is substandard and therefore unable to serve the proposed development with safety and convenience.
4) The applicant is not able to provide a satisfactory turning space within the site for service / delivery / ambulance sized vehicles. The resultant reversing of vehicles onto or off the highway would lead to danger and inconvenience to users of the highway and the site.
5) Insufficient information has been provided by the applicant to enable an accurate assessment to be made of the implications of the development in respect of the bin collection point which is likely to lessen the access (ROW) width and obstruct the free flow of traffic which would be detrimental to safety for all users of the public highway and the site.
6) The proposal if permitted would lead to the development (parking provision) for No. 24 to be located within the public highway which would partly obstruct the pass and repass of pedestrians by narrowing the footway and lead to additional hazards to pedestrian traffic.
