The development hereby approved shall be completed in full accordance with the approved material strategy reference P22-2154_DE_004_G_03 Materials Plan. The development shall thereafter be carried out in accordance with the approved details.
Reason: To control the appearance of the building in the interests of the visual amenities of the locality. (Section 12, NPPF) |
2)
No development shall take place above slab level until details of the existing and final ground and slab levels of the buildings hereby approved have been submitted to and approved in writing by the Local Planning Authority. Such details shall include sections through both the site and the adjoining properties, the location of which shall first be agreed in writing with the Local Planning Authority. Thereafter the site shall be developed in full accordance with the approved details.
Reason: To ensure that an acceptable relationship results between the new development and adjacent buildings, proposed dwellings and public areas. (Section 12, NPPF) |

shall be implemented by the end of the full planting season immediately following the completion and/or first use of any separate part of the development (a full planting season shall mean the period from October to March). The trees, shrubs and grass shall subsequently be maintained for a period of five years from the date of planting and any which die or are destroyed during this period shall be replaced during the next planting season with others of a similar size and species.

4)
The dwellings hereby approved shall not be first occupied until the bin storage / collection points specific for that dwelling have been implemented in accordance with the approved details as shown on approved plan no. P22-2154-DE-004-B-06 Refuse Strategy. The bin storage/collection areas shall be retained thereafter.
Reason: In the interest of amenity. (Section 12, NPPF) |
5)
Driver-pedestrian intervisibility splays shall be provided at all individual and shared private means of access before being first brought into use. The triangular vision splays shall be provided on each side of the access and shall be 2.8m measured along the back edge of the highway (including footway, where present) from the centre line of the anticipated vehicle path, to a point 2.0m measured from the back edge of the highway (including footway, where present) into the site along the centre line of the anticipated vehicle path.
The vision splays so described and on land under the applicant's control (and subsequently a dwelling occupier's control, where relevant) shall be maintained free of any obstruction to visibility exceeding a height of 600mm above the adjoining highway level.
Reason: To provide adequate intervisibility between the drivers emerging from private accesses and pedestrians using the highway. |
6)
Visibility splays shall be provided at all road junctions and bends within the site, as shown on Drawing 26847-406 - Visibility Splay Layout Phase 2 before those junctions and bends are first brought into use. The vision splays required shall be provided and defined on the site by or on behalf of the developers and be entirely free of any obstruction for the lifetime of the development.
Reason: To provide adequate visibility at road junctions and bends in the interest of road safety. |
7)
Details of long-stay (resident) cycle parking for houses, in accordance with CBC's Parking Standards for New Developments SPD (August 2023) or any subsequent revision thereof, shall be submitted to, and approved in writing by, the local planning authority. The cycle parking facilities shall made available before the respective dwellings are first occupied and thereafter retained for this purpose.
Reason: To ensure the provision of adequate cycle parking to meet the needs of occupiers of the proposed development in the interests of encouraging the use of sustainable modes of transport. |
8)
The maximum gradient of a private access / driveway shall be 10% (1 in 10).
Reason: In the interests of the safety of persons using the access and users of the highway. |
9)
No dwelling shall be occupied until the carriageway(s) (including surface water drainage/disposal, vehicular turning head(s) and street lighting) providing access from the nearest public highway to that dwelling has been completed to at least binder course level and the footway(s) to surface course level.
Reason: To ensure a satisfactory means of access for occupants of the development |

Before dwellings are occupied, the respective vehicular areas shall be surfaced in accordance with details shown on approved plan references: Hard Surfaces Furniture and Boundary Treatment Plans 1 of 3 DR-2014 S4-P8; Hard Surfaces Furniture and Boundary Treatment Plans 2 of 3 DR-2015 S4-P8; Hard Surfaces Furniture and Boundary Treatment Plans 3 of 3 DR-2016 S4-P8; Hard Surfaces and Furniture Palette DR-2020 P2. Arrangements shall be made for surface water drainage from private areas of the site to ensure runoff does not discharge into the highway.
Reason: To avoid the carriage of mud or other extraneous material or surface water from the site so as to safeguard the interest of highway safety and reduce the risk of flooding and to minimise inconvenience to users of the premises and ensure satisfactory parking and turning for vehicles. |
11)
Notwithstanding the provisions of the Town and Country Planning General Permitted Development Order 1995 or any amendments thereto, the parking provision for the site as detailed on the approved plans shall not be used for any purpose other than as parking provision unless permission has been granted by the Local Planning Authority on an application made for that purpose or except for the integral garages to Custom Build dwellings where the variant chosen by the purchaser is to not have an integral garage.
Reason: To retain adequate parking provision for the development hereby permitted without adversely affecting the convenience of site and road users. |
12)
Unless otherwise agreed in writing, tactile paving and dropped kerbs shall be provided at each junction and crossing point within the site prior to the related junction or route being brought into use, in accordance with the standards contained within the Councils Highways Construction Standards and Specifications Guidance (or successor document).
Reason: To ensure a satisfactory means of pedestrian and cycle access for occupants of the development |
13)
No gates shall be installed on accesses or driveways within 5.0 metres of the highway (including verges and footways). Any gates shall open away from the highway.
Reason: To enable vehicles to draw off the highway before the gates are opened. |
14)
Notwithstanding the provisions of the Town and Country Planning General Permitted Development Order 1995 or any amendments thereto, the parking provision for the site as detailed on the approved plans shall not be used for any purpose other than as parking provision unless permission has been granted by the Local Planning Authority on an application made for that purpose.
Reason: To retain adequate parking provision for the development hereby permitted without adversely affecting the convenience of site and road users. |
15)
Notwithstanding the provisions of Part 1, Class A, AA, B, C and E of Schedule 2 to the Town and Country Planning (General Permitted Development) Order 2015 (or any order revoking and re-enacting that Order with or without modification), no extensions to the building(s) hereby permitted shall be carried out without the grant of further specific planning permission from the Local Planning Authority.
Reason: To control the external appearance of the building/s in the interests of the amenities of the area. (Section 12, NPPF) |
