Conditions or Reasons for Planning Application - CB/24/01480/FULL
Conditions or Reasons:
1) The proposed single storey rear and front extensions, two storey side extension & single storey garage extension, would by reason of their siting, overall scale, form and design, fail to appear to be a subservient and proportionate addition to the property and would dominate the existing dwelling, constituting a detrimental impact upon the character and appearance of the area and detracting from the character of the existing building. The development would constitute poor quality design, unbalancing the pair of semi detached dwellings, in a visually prominent corner location, resulting in significant visual harm that is unsympathetic and unacceptable, adversely affect the character and appearance of the area. This would be contrary to Policy HQ1 of the Central Bedfordshire Local Plan (2021) and Section 11 of the Central Bedfordshire Design Guide (2023) and Section 12 of the National Planning Policy Framework (2023).
2) Insufficient information has been provided to enable an accurate assessment of the access, therefore, failing to demonstrate that manoeuvring to and from proposed parking spaces is suitable from the existing vehicular crossover and will not result in additional hazards to users of the highway. The proposed development fails to make adequate provision for off street parking, and if permitted would lead to an increase in on street parking, thereby resulting in unacceptable traffic congestion and additional hazards to users of the highway. The proposal would be contrary with Policies T2 and T3 of the Central Bedfordshire Local Plan (2021) the Central Bedfordshire Design Guide 2023 and Section 12 of the NPPF.
