Conditions or Reasons for Planning Application - CB/24/01500/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) All external works hereby permitted shall be carried out in materials to match as closely as possible in colour, type and texture, those of the existing building.

Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with materials to match the existing building in the interests of the visual amenities of the locality.

3) Tree Surgery undertaken in the course of development shall adhere, and not exceed, that being specified in Method 1 "Schedule of Tree Work", which forms part of Section 9.0
Arboricultural Method Statement" of the supporting tree survey document (Ref No.S1329-J2-R1) , as prepared by the John Cromar's Arboricultural Company Ltd. The tree
work shall be carried out by competent arborists, working in full compliance with the requirements specified in British Standard BS 3998 : 2010 "Tree Work-Recommendations".

REASON
To ensure that only tree work required to facilitate construction is permitted, and to the necessary standard of workmanship, so that unnecessary, poorly executed or unjustified tree works are avoided, which may otherwise have a detrimental impact on landscape quality and amenity value.
4) Demolition undertaken throughout the course of development shall adhere to the requirements specified in Method 5 "Demolition", which forms part of Section 9.0 "Arboricultural Method Statement" of the supporting tree survey document (Ref No.S1329-J2-R1) , as prepared by the John Cromar's Arboricultural Company Ltd.

REASON
To protect retained trees from damage that may be incurred from all demolition work activity.
5) Prior to development (including demolition), all tree protection fencing shall be erected and positioned in strict accordance with that specified in Method 3 "Tree Protection Fencing" (which forms part of Section 9.0 "Arboricultural Method Statement") and Section 11 "Tree Retention and Protection Measures" (Drawing No. S1329-J2-P2 V1), of the supporting tree survey document (Ref No. S1329-J2-R1) , as prepared by the John Cromar's Arboricultural Company Ltd. The tree protection fencing shall then remain securely in position throughout the entire course of development works.

REASON
To maintain a secure Construction Exclusion Zone around the designated Root Protection Area of retained trees, so as to maintain their health, anchorage and amenity value.
6) Any roots encountered throughout the course of development shall be subject to the requirements stipulated in Method 7 "Root Protection and Pruning" (which forms part of Section 9.0 "Arboricultural Method Statement") and Section 11 "Tree Retention and Protection Measures" (Drawing No. S1329-J2-P2 V1), of the supporting tree survey document (Ref No. S1329-J2-R1) , as prepared by the John Cromar's Arboricultural Company Ltd.

REASON
To limit and control root cutting during construction, and to prevent adverse damage to exposed areas of rooting.
7) Changes to the configuration of the existing cellular confinement driveway and parking areas shall conform to Method 8 "Temporary Access Ground Reinforcement/Permanent Porous Driveway/Car Parking", which forms part of Section 9.0 "Arboricultural Method Statement" of the supporting tree survey document (Ref No. S1329-J2-R1) , as prepared by the John Cromar's Arboricultural Company Ltd.

REASON
To ensure that existing ""No-Dig" Construction areas are modified in accordance with good arboricultural practice, so that rooting systems are not damaged in the course of reconfiguration and rebuilding these areas.
8) Hard surface removal and footpath extension works shall comply with Method 4 "Ground Surface Handling and Protection" and Method 9 "Footpaths" which form part of Section 9.0 "Arboricultural Method Statement" of the supporting tree survey document (Ref No. S1329-J2-R1) , as prepared by the John Cromar's Arboricultural Company Ltd.

REASON
To ensure that tree roots are not damaged during hard surface replacement and reconstruction.
9) All ecological mitigation measures and enhancements shall be carried out in accordance with the details contained in the March 2024 "Nocturnal Bat Survey Report" as already submitted with the planning application and agreed in principle with the local planning authority prior to determination.

Reason: To ensure development does not affect protected species in line with Local Plan policy EE3.
10) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 23/06630/BP, 24/6630/01/G, 24/6630/02/F.

Reason: To identify the approved plan/s and to avoid doubt.
