Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) Prior to the commencement of development, a scheme for the offsetting of biodiversity impacts at the site, offsetting a total value of at least 0.95 credits and meeting the metric trading rules, shall be submitted to the Local Planning Authority and approved in writing. This should be supported by a biodiversity metric for the site, and appropriate legal agreements to guarantee third party delivery of ongoing habitat management requirements.

The Offsetting scheme (where applicable) shall include:i. Identification of receptor site or sitesii. Details of the offsetting requirements of the development in accordance with current Defra biodiversity metric, which has been calculated at least 0.95 Biodiversity Units;iii. The provision of evidence of arrangements to secure the delivery of offsetting measures, including a timetable of delivery; andiv. A management and monitoring plan, to include for the provision and maintenance of the offsetting measures for a period of not less than 30 years from the commencement of the scheme. The management and monitoring plan is to include:a. Description of all habitat(s) to be created/restored/enhanced within the scheme including expected management condition and total area;b. Review of Ecological constraints;c. Current soil conditions of any areas designated for habitat creation and detailing of what conditioning must occur to the soil prior to the commencement of habitat creation works (for example, lowering of soil pH via application of elemental sulfur); d. Detailed design and working methods (management prescriptions) to achieve proposed habitats and management conditions, including extent and location or proposed works;e. Type and source of materials to be used, including species list for all proposed planting and abundance of species within any proposed seed mix;f. Identification of persons responsible for implementing the works;g. A timetable of ecological monitoring to assess the success of all habitats creation/enhancement.

The offsetting scheme shall thereafter be implemented in accordance with the requirements of the approved scheme.

Reason: In the interests of securing a net-gain for biodiversity (Policy EE2, CBLP, Section 15, NPPF)
3) Prior to development and the installation of tree protection fencing, all recommended tree removal and tree surgery shall be carried out to comply with (and not exceed) that specified in Sections 5.1.2 (Table 2), Section 6.2 "Proposed Pruning", Appendix 3 "Tree Schedule" (Ref. No. 24031124017 TS V1a) and Appendix 4 "Tree Retention and Removals Plan" (Plan Ref. 24031124017 TRRP V1) of the supporting document "Arboricultural Impact Assessment" dated 16th July 2024 (Revision V1a), as prepared by Castle Surveys Ltd,. The tree work and tree removals shall be carried out by competent and qualified arborists, working in full compliance with British Standard BS 3998 : 2010 "Tree Work -Recommendations".

REASON
To ensure that only the minimum required tree work and tree removal is undertaken in order to facilitate construction and required access, thereby avoiding otherwise unnecessary and unjustified tree work, or work carried out to a poor standard of workmanship, which would be to the detriment of the landscape, amenity and biodiversity value of the site.
4) Prior to development and following all permitted tree pruning and removals, tree protection barriers shall be installed and positioned in strict accordance with Section 8.1.2 "Recommendations", Appendix 4 "Tree Protection Plan" dated July 2024 (Plan Ref. 24031124017 TPP V1a) and Appendix 5 "Tree Protection - Fencing Specification") of the supporting document "Arboricultural Impact Assessment" dated 16th July 2024 (Revision V1a), as prepared by Castle Surveys Ltd. The tree protection fencing shall then remain securely in position throughout the entire course of development works.

REASON
To ensure that a secure Construction Exclusion Zone is maintained around the designated Root Protection Area of retained trees, so as to maintain their health, anchorage, amenity and biodiversity value.
5) Prior to any plant/vehicular movement or building works, the installation of Greenfix Geoweb shall be installed, positioned and supervised in strict accordance with Section 7.3 "Installation of Greenfix Geoweb", Sections 8.1.4., 8.1.5. and 8.1.6. "Recommendations", and as shown in Appendix 4 "Tree Protection Plan" dated July 2024 (Plan Ref. 24031124017 TPP V1a) of the supporting document "Arboricultural Impact Assessment" dated 16th July 2024 (Revision V1a), as prepared by Castle Surveys Ltd.

REASON
To ensure that any permitted construction encroachment into the designated Root Protection Area of specified trees is undertaken in strict accordance with the required working methodology, the precise stages of operation, and under the strict supervision of the Arboricultural Clerk of Works, so that damage to the root systems of retained trees can be avoided by full adherence to good arboricultural practice.
6) Prior to the first use of the development hereby approved, a landscaping scheme to include all soft landscaping and a scheme for landscape maintenance for a period of five years following the implementation of the landscaping scheme have been submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be implemented by the end of the full planting season immediately following the completion and/or first use of any separate part of the development (a full planting season means the period from October to March). The trees, shrubs and grass shall subsequently be maintained in accordance with the approved landscape maintenance scheme and any which die or are destroyed during this period shall be replaced during the next planting season.

Reason: To ensure an acceptable standard of landscaping.
(Sections 12 & 15, NPPF)
7) The external lighting scheme hereby approved shall not exceed a temperature of 3000k.

Reason: To ensure that the scheme does not result in any unacceptable light pollution to neighbouring residents or wildlife.
8) The development hereby approved shall be constructed in accordance with the submitted Construction Management Plan unless otherwise agreed in writing with the Local Planning Authority.
Reason: To ensure that the development does not result in an unacceptable impact to neighbouring residents or the local highways.
9) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers P8104 Rev C01, P8103 Rev C01, P8102 Rev C01, P8101 Rev C01, P8002 Rev C03, P8105 Rev C01, P8106 Rev C01, 00001 Rev P02, CS-001, Arboricultural Impact Assessment dated 16th July 2024,0020 P02, 0000 P03, 0020 P03, Construction Environmental Management Plan dated 30th July 2024 and Traffic Management Plan dated 3rd July 2024.

Reason: To identify the approved plan/s and to avoid doubt.
