The proposed extension, by reason of cumulative footprint/floorspace increases, as well as its excessive scale, size, width and spread between the dwelling and the existing barn, would represent a disproportionate addition to a dwelling within the Green Belt. The proposed extension would also erode the separation between the existing dwelling and barn, as well as extending into undeveloped areas around the existing buildings, contributing to a loss of openness. No positive factors which could amount to Very Special Circumstances sufficient to clearly outweigh the harm to the Green Belt by reasons of inappropriateness, loss of openness and other harms relating to the extension's unsympathetic design are evident. As such, the proposal would be in conflict with policy SP4 of the Central Bedfordshire Local Plan, section 11 of the Central Bedfordshire Design Guide, and section 13 of the NPPF. |

The proposed extension, by virtue of its excessive size, scale, width and footprint, combined with its sprawling appearance and levels of glazing, would be considered a dominant, unsubservient, and unsympathetic addition which detracts from the character and form of the original buildings and would appear as a harmful overdevelopment of the plot. The proposal is therefore not considered to be sensitive to the existing site context, nor would it reinforce local distinctiveness, and would not be considered to represent high quality design in conflict with policy HQ1 of the Central Bedfordshire Local Plan, section 11 of the Central Bedfordshire Design Guide and section 12 of the NPPF. |
