Conditions or Reasons:
1) The proposed development by virtue of its excessive scale, layout and siting would result in a visually incongruous and imposing form of development which would be harmful to the established layout and character of the area and which would diminish the sense of space about the street scene. The proposal would therefore result in an inappropriate form of residential garden development. The development would fail to add to the quality of the area and achieve high quality design in accordance with the requirements of Central Bedfordshire Local Plan Policy HQ1 and Section 12 of the NPPF.
2) The proposed development, if permitted, would lead to the creation of an unsafe access that would introduce conflict between vehicles and pedestrian movements at a designated crossing and which would result in onerous manoeuvres around a highway tree and the pedestrian refuge island that would give rise to an unacceptable risk of collisions with vehicles travelling along Poynters Road. The development is thereby contrary to the requirements of Central Bedfordshire Local Plan Policies T2 and T3 and Section 9 of the NPPF.
3) The Local Planning Authority considers that the proposed development would, by reason of its proximity lying within a 12.6k metre linear distance of the Ashridge Commons and Woods Site of Special Scientific Interest within the Chiltern Beechwoods Special Area of Conservation, add to the recreational disturbance in this area, likely to harm the integrity of the conservation purposes of the Chiltern Beechwoods Special Area of Conservation. In the absence of an appropriate mitigation strategy to the satisfaction of the Local Planning Authority, the proposal would be contrary to the Habitat Regulations and paragraphs 186 and 187 of the National Planning Policy Framework 2023 and Policy EE3 of the Central Bedfordshire Local Plan (2015-2035).
