Conditions or Reasons for Planning Application - CB/24/01770/FULL
Conditions or Reasons:
1) The proposed development fails to make adequate provision for off street parking, and if permitted would lead to an increase in on street parking, thereby resulting in unacceptable traffic congestion and additional hazards to users of the highway. The proposal would be contrary to T2 and T3 of the Central Bedfordshire Local Plan, Parking Standards in new development SPD and Section 12 of the NPPF.
2) The proposed development would, by reason of its proximity lying within a 12.6km distance of the Ashridge Commons and Woods Site of Special Scientific Interest (SSSI) within the Chilterns Beechwoods Special Area of Conservation (SAC), add to the recreational disturbance in this area, and be likely to harm the integrity of the conservation purposes of the SAC.  In the absence of an appropriate strategy to mitigate this harm, the proposal would be contrary to the Habitat Regulations, Section 15 (Conserving and enhancing the natural environment) of the National Planning Policy Framework (NPPF), July 2021, and Policy EE3 (Nature Conservation) of the Central Bedfordshire Local Plan 2015 - 2035, July 2021.
3) Insufficient information has been provided within the application to demonstrate that the development would be able to deliver a net gain for biodiversity. As such, the proposal is contrary to policy EE2 of the Central Bedfordshire Local Plan (2021), section 15 of the National Planning Policy Framework (2023) and Schedule 7A of the Town and Country Planning Act 1990 (as inserted by Schedule 14 of the Environment Act 2021).
4) Insufficient information has been provided to enable an accurate assessment of the application in terms the impact on trees and hedgerows adjacent the site and the provision of adequate replacement landscaping. As such the proposal is contrary to policy EE4 of the Central Bedfordshire Local Plan (2021) and Section 15 of the NPPF.
