Conditions or Reasons:
1) Given the distance between the dwellinghouse (No. 81) and the proposed garage, as well as its physical separation with relevant boundary treatment; the proposal would not be sited on land which can be defined as the 'curtilage' of the host dwellinghouse (No. 81). The outbuilding therefore is not considered to be able to support the host dwelling in an incidental or ancillary role/ use and would not fall within any of the exceptions within Policy SP7 of the Central Bedfordshire Local Plan. As such, the proposal would represent an intrusion into the open countryside, sited in an unsuitable and unsustainable location; contrary with Policy SP2 and SP7 of the Central Bedfordshire Local Plan and Section 2 of the NPPF.
2) The proposed outbuilding would be substantial in its footprint and cannot be said to appear subservient or proportionate to the original built form of No. 81 Astwick Road, nor the original built form of dwellings along Astwick Road, in a spatial or visual sense. On the basis of the proposal's footprint, scale and limited architectural features, the building would not appear sympathetic in this rural location, nor appear a high standard of design. Therefore, the proposal would comprise an incongruous addition at the application site, which would have an unacceptable visual incursion into the open countryside. The outbuilding would as such give rise to adverse visual harm to the open nature and character of the open countryside and surrounding area, contrary to Policy HQ1 of the Central Bedfordshire Local Plan, Section 11 of the Central Bedfordshire Design Guide and Section 12 of the NPPF.
