Conditions or Reasons for Planning Application - CB/24/02026/PAAD
Conditions or Reasons:
1) The cumulative floor space to be converted under Class Q will not exceed 1000sqm, nor would the total number of dwellings exceed 10. However, the existing access to the building(s) to be converted is considered to be deficient in respect of its surfacing and width which will not readily allow for the two-way passage of vehicular traffic, leading to conditions of danger and inconvenience to users of the highway and the development. The application therefore fails the test at paragraph Q.1(1)(p) of Part 3, Schedule 2 of the Town and Country Planning (General Permitted Development Order 2015 which requires that the building(s) to be converted under class Q benefit from suitable existing access to a public highway.
2) The proposed development, if permitted, would result in the intensification of use of a substandard access road which makes limited provision for the two-way flow of vehicle traffic and will lead to conditions of danger and inconvenience to users of the highway and the properties. The application therefore fails the test at paragraph Q.2(1)(a) of Part 3, Schedule 2 of the Town and Country Planning (General Permitted Development Order 2015.
3) The proposed development, if permitted, would result in the intensification of use of a substandard section of public highway on Bellows Mill Lane, which makes limited provision for the two-way flow of vehicle traffic and will lead to conditions of danger and inconvenience to users of the highway and the properties and / or damage to the public highway, including highway verges. The application therefore fails the test at paragraph Q.2(1)(a) of Part 3, Schedule 2 of the Town and Country Planning (General Permitted Development Order 2015.
