Conditions or Reasons:
1) The proposed extension, by reason of its excessive scale, massing and bulk, particularly its depth, in combination with its unsatisfactory fenestration design, would fail to be a sympathetic, proportionate and subservient addition to the property and would dominate the building and detract from its original character. Therefore, the extension would harm the character and appearance of the building, resulting in less than substantial harm to the character and significance of the listed building. There are no public benefits that would outweigh the less than substantial harm identified. As such, the proposal is therefore contrary to Policies HQ1 and HE3 of the Central Bedfordshire Local Plan (2021), Sections 12 and 16 of the National Planning Policy Framework (2023), the Central Bedfordshire Design Guide and Sections 66(1) of the Planning (Listed Building and Conservation Areas) Act 1990.
