Conditions or Reasons for Planning Application - CB/24/02185/OUT
Conditions or Reasons:
1) The application site is located within the open countryside outside of the settlement envelope for Potton and the proposed development does not fall within any of the listed types of development which will be permitted outside settlement envelopes within Policy SP7 of the Central Bedfordshire Local Plan. Furthermore, the proposed development is not representative of controlled, gradual and sustainable growth of the town. The proposed development is therefore in conflict with the objectives of Policies SP1 and SP7 of the Central Bedfordshire Local Plan (2021), Vision A and Vision B of the Potton Neighbourhood Plan (2019), and the National Planning Policy Framework (2024), and forms development that conflicts with the development strategy for the area.
2) In the absence of a completed legal agreement securing the provision of affordable housing and self-build / custom build housing and financial contributions to offset the impact of the development upon local infrastructure, the development would have an unmitigated and unacceptable impact on the existing local infrastructure. The development would therefore not amount to sustainable development and would be contrary to the objectives of Policies H4, H6, EE13, HQ2 and HQ3 of the Central Bedfordshire Local Plan (2021) and the National Planning Policy Framework (2024).
