Conditions or Reasons:
1) On the basis of the evidence submitted, the Council considers that, on the balance of probability, it has not been demonstrated that the site is in lawful C3, B8 and Class E use. Therefore, the proposed change of use of buildings and land to which the application relates to a mix of C3, B8 and Class E use would constitute a material change of use which requires planning permission.
