Conditions or Reasons:
1) The proposed development represents inappropriate development within the Green Belt, which is, by definition, harmful to the Green Belt. The proposal, by reason of its size, massing and overall design would be harmful to the openness of the Green Belt. No factors which could amount to very special circumstances to outweigh the harm to the Green Belt have been advanced. The proposal is therefore contrary to Section 13 of the National Planning Policy Framework, Section 11 of the Central Bedfordshire Design Guide and Policy SP4 of the Central Bedfordshire Local Plan.
2) The proposal fails to accommodate the likely increase in parking demands and as such would exacerbate existing parking pressures with associated and unacceptable risks to the safety of users of the highway. The proposal would be contrary to policies T2 and T3 of the Central Bedfordshire Local Plan, the Parking Standards for New Developments SPD and Sections 9 and 12 of the National Planning Policy Framework (NPPF) (2023).
