Conditions or Reasons for Planning Application - CB/24/02353/OUT
Conditions or Reasons:
1) The proposal would constitute inappropriate development in the Green Belt and is therefore, by definition, harmful to the Green Belt. The proposal would also result in a limited degree of a loss of openness to the Green Belt in both spatial and visual terms, and would also have limited conflict with the purposes of including land within the Green Belt. The considerations put forwards by the applicant are not considered to individually or collectively amount to a very special circumstance that would clearly outweigh the substantial weight given to the harm to the Green Belt, and the other harm identified. As such, the proposal would conflict with Policy SP4 of the Central Bedfordshire Local Plan (2021) and Section 13 of the National Planning Policy Framework (2023).
2) Insufficient information has been provided to demonstrate that a biodiversity net gain in line with the requirements of Policy EE2 of the Central Bedfordshire Local Plan is able to be achieved within the site. Therefore, the Local Planning Authority cannot be satisfied that the proposal would have an acceptable ecological impact in terms of the provision of a biodiversity net gain. As such, the proposed development would conflict with Policy EE2 of the Central Bedfordshire Local Plan (2021) and Section 15 of the National Planning Policy Framework (2023).
3) Insufficient information has been provided to assess the potential impacts of the proposed development on Great Crested Newts. As such, the Local Planning Authority cannot be satisfied that the proposal would avoid any harmful impacts to protected species and therefore, the proposal would conflict with Policy EE3 of the Central Bedfordshire Local Plan (2021) and Section 15 of the National Planning Policy Framework (2023).
4) The scale parameters that would be set for the proposed development through this outline application would not allow for a suitable scheme to come forwards at reserved matters stage that would be of an appropriate design and roof form that would have an acceptable impact upon the character and appearance of the area. As such, the proposal is considered contrary to Policy HQ1 of the Central Bedfordshire Local Plan (2021) and Section 12 of the National Planning Policy Framework (2023).
