Conditions or Reasons:

1) The proposal results in the loss of active employment space and no evidence has been submitted with the application to demonstrate that there is no reasonable or viable prospect of the site delivering an employment generating use. As such the proposed development conflicts with the aims and objectives of Policy EMP2 of the Central Bedfordshire Local Plan and Section 8 of the National Planning Policy Framework (NPPF).

2) Insufficient information has been provided to demonstrate that future occupiers of the proposed development would not be unacceptably impacted by noise impacts generated by traffic and the neighbouring business uses, whereby any mitigation measures may impact upon the listed building. The development is therefore in conflict with Policy EMP2, CC8 and HQ1 of the Central Bedfordshire Local Plan (2021) and the National Planning Policy Framework (2023).
