| Conditions or Reasons: | | 1)
The proposed change of use of land and associated development by way of the laying of hardstanding and the siting of storage containers would represent inappropriate development in the Green Belt, which is, by definition, harmful to the Green Belt. The development would also result in harm to the openness of the Green Belt and conflict with the 5 purposes of the Green Belt by way of encroachment into the countryside. The benefits of the proposal do not clearly outweigh the harms to the Green Belt and other harms such that Very Special Circumstances cannot be said to exist. The proposal is therefore contrary to policy SP4 of the Central Bedfordshire Local Plan (2021), and Section 13 of the National Planning Policy Framework (2024). |

The proposed development, by virtue of the coverage of hardstanding and the introduction of new commercial use into an open, undeveloped parcel of land, would result in the creation of an urban form of development that would impact on the future longevity of existing natural features, thereby resulting in harm to the character and appearance of the rural landscape and the visual amenities of the area. As such, the proposal would not be considered to be of high quality design which reinforces local distinctiveness, nor would it be sensitive to the key characteristics of the surrounding area, and would be considered to be in conflict with policies HQ1, EE4, EE5 and EE8 of the Central Bedfordshire Local Plan (2021) as well as sections 12 and 15 of the National Planning Policy Framework (2024). |

Insufficient ecological information has been provided with this application to evidence the protection and/or enhancement of species, habitats and biodiversity at the application site. The proposal thereby fails to demonstrate that the proposed development has been informed and designed to prevent adverse impacts on protected species. The development is thereby contrary to the aims and objections of Policy EE3 of the Central Bedfordshire Local Plan and Section 15 of the National Planning Policy Framework (2024). |

Insufficient information has been provided within the application to demonstrate that the development would be able to deliver a net gain for biodiversity. As such, the proposal is contrary to policy EE2 of the Central Bedfordshire Local Plan (2021) and section 15 of the National Planning Policy Framework (2024). |

The proposed development, if permitted, would result in the intensification of use of a substandard access and will lead to conditions of danger and inconvenience to users of the highway and of the site. The proposed development would therefore be in conflict with policy T2 of the Central Bedfordshire Local Plan (2021) and section 9 of the National Planning Policy Framework (2024). |

The proposed development would increase hardstanding across the site and there is insufficient information provided within the application to demonstrate that the proposed development would positively contribute to the management of surface water runoff and attenuation. The proposal is therefore contrary to policy CC5 of the Central Bedfordshire Local plan (2021) and section 14 of the National Planning Policy Framework (2024). |
