Conditions or Reasons:
4) No development shall commence (including demolition, ground works, vegetation clearance) until a construction environmental management plan (CEMP: Biodiversity) has been submitted to and approved in writing by the local planning authority. The CEMP (Biodiversity) shall include the following:
Risk assessment of potentially damaging construction activities.
Identification of 'biodiversity protection zones'.
Practical measures (both physical measures and sensitive working practices) to avoid or reduce impacts during construction (may be provided as a set of method statements).
The location and timing of sensitive works to harm to biodiversity features.
The times during construction when specialist ecologists need to be present on site to oversee works.
Responsible persons and lines of communication.
The role and responsibilities on site of an ecological clerk of works (ECoW) or similarly competent person.
Use of protective fences, exclusion barriers and warning signs.

The approved CEMP shall be adhered to and implemented throughout the construction period strictly in accordance with the approved details, unless otherwise agreed in writing by the local planning authority.

Reason: Details required prior to the commencement of development to ensure the construction works results in an acceptable impact in the context of ecology and biodiversity, in accordance with Policy EE2 and EE3 of the Central Bedfordshire Local Plan and the NPPF.
7) Prior to the commencement of development details of the existing and final ground, ridge and slab levels of the development shall be submitted to and approved in writing by the Local Planning Authority. Such details shall include sections through both the site and the adjoining land. Thereafter the site shall be developed in accordance with the approved details.

Reason: Details are required prior to the commencement of development to ensure that an acceptable relationship results between the new development and adjacent buildings and public areas in accordance with Policies HQ1 and EE5 of the Central Bedfordshire Local Plan and the NPPF.
