Conditions or Reasons for Planning Application - CB/24/03536/FULL
Conditions or Reasons:
1) The proposal would result in a significant intensification of the use of the site and significant pedestrian and vehicle movements, likely resulting in increased activity, noise and general disturbance. This would negatively impact on the character and appearance of the area and the residential amenity of neighbouring and nearby occupiers. The proposal would therefore be contrary to Policies HQ1, EMP3 and HQ3 of the CBC Local Plan
2) If permitted, the proposed development would increase parking demands above the extant use of the site to a level that cannot be safely and conveniently accommodated on the adjacent highway network without resulting in unacceptable traffic congestion and additional hazards to users of the highway. The proposal is therefore contrary to Policies T2 and T3 of the CBC Local Plan and the CBC Parking SPD.
3) The proposal fails to provide safe and convenient access for pedestrians via Leighton Court. If permitted, pedestrians, and young children especially, would be at risk of collision with vehicles manoeuvring within Leighton Court. The proposal is therefore contrary to Policy T2 of the CBC Local Plan.
