Conditions or Reasons for Planning Application - CB/24/03572/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers:

2024074/01A (site location plan)
2024074/02A (Existing block plan)
2024074/03A (Existing floor plans)
2024074/04A (existing elevations sheet 1)
2024074/05A (existing elevations sheet 2)
2024074/06D (proposed block plan)
2024074/07J (Proposed floor plans)
2024074/08A (Proposed roof plan)
2024074/09B (proposed elevations sheet 1)
2024074/010F (proposed elevations sheet 2)
2024074/011C (proposed front driveway/verge works)

Reason: To identify the approved plan/s and to avoid doubt.
3) No development shall commence until details of the retaining wall (including a structural review, drainage and materials) are submitted to and approved in writing by the local planning authority. The extension hereby approved shall not be brought into use until the enlarged frontage parking area as shown on drg 2024074/06D and the retaining wall have been constructed in accordance with the approved details. Thereafter, the parking area and the wall shall be retained.

Reason: This is a pre-commencement condition in order to minimise danger and to avoid the retaining wall failing and it and the ground behind 'slumping' into the public highway, ensure adequate on-site parking, and to safeguard the appearance of the completed development in the interests of the visual amenities of the locality (Adopted Local Plan policies, T2, T3 and HQ1).
4) The proposed vehicular access shall be surfaced in bituminous or other similar durable material (not loose aggregate) for a distance of 5.0m into the site, measured from the highway boundary, before the extension hereby approved is brought into use. Arrangements shall be made for surface water drainage from the vehicular areas of the site to be intercepted and disposed of separately so that it does not discharge into the highway.

Reason: To avoid the carriage of mud or other extraneous material or surface water from the site into the highway so as to safeguard the interest of highway safety (Adopted Local Plan Policy T2).
5) All external works hereby permitted shall be carried out in materials to match as closely as possible in colour, type and texture, those of the existing building.

Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with materials to match the existing building in the interests of the visual amenities of the locality.
(Section 12, NPPF)
