Conditions or Reasons for Planning Application - CB/24/03588/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) All external works hereby permitted shall be carried out in materials as stated in the submitted application form and to match as closely as possible in colour, type and texture, those of the existing building.

Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with materials to match the existing building in the interests of the visual amenities of the locality.

3) Notwithstanding the details shown, the development shall not be brought into use until the junction of the vehicular access with the highway has been re-constructed to highway standards

Reason

In order to minimise danger, obstruction and inconvenience to users of the highway and the premises, to safeguard the edge of the carriageway from damage and alleviate
loose aggregate entering the carriageway to avoid damage and for safety of all users of the highway(Policies T2 and T3, Central Bedfordshire Local Plan, 2021)
4) Before the development is brought into use all on site vehicular areas shall be surfaced in a stable and durable materials. Arrangements shall be made for surface water drainage from the vehicular areas within the site to soak away within the site so that it does not discharge into the highway or into the main drainage system.

Reason

To avoid the carriage of mud or other extraneous material or surface water from the site so as to safeguard the interest of highway safety and reduce the risk of flooding and to
minimise inconvenience to users of the premises and ensure satisfactory parking of vehicles outside highway limits (Policies T2 and T3, Central Bedfordshire Local Plan, 2021)
5) Prior to the development being brought into use, the proposed access and parking layout shall be carried out and completed in all respects in accordance with the siting and layout illustrated on the approved plan No. IR100/108 rev D and defined by this permission and, notwithstanding the provision of the Town and Country Planning General Permitted Development Order 2015, (or any Order revoking or re-enacting that Order) there shall be no variation without the prior approval in writing of the Local Planning Authority.

Reason

To ensure that the development of the site is completed insofar as its various parts are interrelated and dependent one upon another and to provide adequate and appropriate
access arrangements at all times (Policies T2 and T3, Central Bedfordshire Local Plan, 2021)
6) The ground floor windows in the eastern elevation of the development hereby permitted shall be permanently fitted with obscured glass of a type to substantially restrict vision through them at all times and shall be non-opening, unless the parts of the windows which can be opened are more than 1.7m above the floor of the rooms in which the windows are installed. No further windows or other openings shall be formed in any elevation.

Reason: To safeguard the privacy of occupiers of adjoining properties

7) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers IR100/107/ rev A; IR100/101/ rev B; IR100/104/ rev C; IR100/105/ rev C; IR100/106/ rev C; IR100/107; IR100/108/ rev D

Reason: To identify the approved plan/s and to avoid doubt.
