Conditions or Reasons for Planning Application - CB/24/03612/FULL
Conditions or Reasons:
1) The proposal would constitute inappropriate development in the Green Belt and is therefore, by definition, harmful to the Green Belt. The proposal would also result in a loss of openness to the Green Belt in both spatial and visual terms, and would also conflict with one of the purposes of including land within the Green Belt. The considerations put forwards by the applicant are not considered to individually or collectively amount to a very special circumstance that would clearly outweigh the totality of harm to the Green Belt and the other harm identified, and the substantial weight given to this harm. As such, the proposal would conflict with Policy SP4 of the Central Bedfordshire Local Plan (2021) and Section 13 of the National Planning Policy Framework (2024).
2) The site lies within the open countryside and the proposed development, specifically the greater scale of the building and its position within the site, in combination with associated development such as increased areas of hardstanding and associated residential paraphernalia would contribute to a domesticated appearance and the harmful urbanisation of the site that would adversely affect the rural character and appearance of the area, contrary to Policy HQ1 of the Central Bedfordshire Local Plan (2021) and Section 12 of the National Planning Policy Framework (2024).
3) Insufficient information has been provided within the application to assess the potential impacts of the proposed development on protected species, namely bats and reptiles. As such, the Local Planning Authority cannot be satisfied that the development would not have any harmful impact to protected species and therefore the proposal would conflict with Policy EE3 of the Central Bedfordshire Local Plan (2021) and Section 15 of the National Planning Policy Framework (2024).
4) Insufficient information has been provided within the application to demonstrate that the development would achieve a mandatory net gain in biodiversity accordance with the requirements under Schedule 7A of the Town and Country Planning Act 1990. As such, it has not been adequately shown that a biodiversity net gain can be achieved of all unit types, contrary to Policy EE2 of the Central Bedfordshire Local Plan (2021), Section 15 of the National Planning Policy Framework (2024), and Schedule 7A of the Town and Country Planning Act 1990.
5) Insufficient information has been provided to demonstrate that a fire tender or other large vehicle could suitably turn within the site and egress from the site in a forward gear. Consequently, this could increase the likelihood of such vehicles reversing out of the site onto the public highway, causing inconvenience and a hazard to highway users, in conflict with Policy T2 of the Central Bedfordshire Local Plan (2021) and Section 9 of the National Planning Policy Framework (2024).
6) Insufficient information has been provided regarding the proposed surface water drainage arrangements or measures to address flood risk, and consequently the Local Planning Authority cannot be satisfied that the proposal would be acceptable in terms of drainage and flood risk. As such, on the basis of a lack of information, the proposal isin conflict with Policy CC3 of the Central Bedfordshire Local Plan (2021) and Section 14 of the National Planning Policy Framework (2024).
