The proposed development would represent inappropriate development in the Green Belt, which is, by defintion, harmful to the Green Belt and should not be approved except in very special circumstances. No very special circumstances exist that would outweigh the potential harm to the Green Belt by reason of inappropriateness, and any other harm resulting from the proposal. Therefore, the proposal would be contrary to Section 13 of the NPPF and Policy SP4 of the Central Bedfordshire Local Plan. |

By virtue of its incongrous scale and design, it is considered that the proposed front boundary treatment at 10 Knolls View would have a more stark and obvious visual presence which would appear significantly out of place with the character and appearance of the streetscene and create an unduly harsh edge to the property. Therefore, it is not considered that the proposed development is of the highest possible quality and would not respond positively to its context in conflict with Policy HQ1 of the Central Bedfordshire Local Plan, Section 12 of the NPPF, Section 11.8 of the Central Bedfordshire Design Guide and Policy T5 of the Totternhoe Neighbourhood Plan. |

The position of the gates as proposed would fail to provide adequate clearance from the highway such that any vehicles stopped due to the gates being closed would obstruct the public footway, requiring pedestrians to enter the carriageway in order to pass. As such, the scheme would result in undue hazard and inconvenience to pedestrians in conflict with Policy T2 and T3 of the Local Plan, Section 9 of the NPPF and the Highway Construction Standards & Specifications Guide. |

The proposal as presented, and which appears to be in part retrospective, fails to include drainage to prevent surface water from the site entering the adopted highway, contrary to legal requirements and with the potential to lead to an increased likelihood of flooding and a hazard to road users in conflict with Policy T2 and T3 of the Local Plan, Section 9 of the NPPF and the Highway Construction Standards & Specifications Guide. |

The proposal as submitted, and which appears to be in part retrospective, seems to show a permanent structure located within adopted public highway. With no confirmation from the applicant that they intend to stop up any affected adopted highway and to remove the structure if the stopping up application is unsuccessful, the structure poses an obstruction in the highway contrary to legal requirements and with the potential to cause a hazard to road users in conflict with Policy T2 and T3 of the Local Plan, Section 9 of the NPPF and the Highway Construction Standards & Specifications Guide. |
