Conditions or Reasons:
19) Any tree/shrub planting along the site frontage with the public highway should be planted at least 1.0m into the site measured from the highway boundary and should be of a non-thorny variety.

Reason
For the avoidance of doubt and to stop vegetative growth from obstructing the public highway and visibility splays (Policy T2 of the CBC Local Plan).
20) The development shall not be brought into use until the car park and circulatory markings have been laid out in accordance with the approved plan. The central parking spaces of the circulatory drop off/pick up parking area shall be allocated as staff parking provision.

Reason
For the avoidance of doubt, to provide safe and workable manoeuvring around the car park and to provide adequate staff parking for the development (Policy HQ1, T2 and T3 of the CBC Local Plan).
