Conditions or Reasons for Planning Application - CB/25/00194/FULL
Conditions or Reasons:
1) The proposal would be harmful to the character and appearance of the area due to it's design and constrained layout and would appear at odds with the pattern and grain of development in the surroundings. The proposed development is not therefore a high quality layout and design appropriate to its setting, contrary to Policy HQ1 of the Central Bedfordshire Local Plan (2021), Central Bedfordshire Design Guide and Section 12 of the National Planning Policy Framework (2024).
2) Insufficient information has been provided within the application to demonstrate that the development would be able to deliver a net gain for biodiversity. As such, the proposal is contrary to policy EE2 of the Central Bedfordshire Local Plan (2021), section 15 of the National Planning Policy Framework (2024) and Schedule 7A of the Town and Country Planning Act 1990 (as inserted by Schedule 14 of the Environment Act 2021).
3) In the absence of the required Preliminary Roost Assessment the Local Planning Authority are not satisfied that sufficient information has been provided to demonstrate whether bat roosts are present within the building. As such, the applicant has provided insufficient information to allow the Local Planning Authority to establish whether the proposal would result in harm to protected species, contrary to Section 15 of the National Planning Policy Framework and Policy EE3 of the Central Bedfordshire Local Plan.
