The proposed development would represent inappropriate development in the Green Belt, which is, by definition, harmful to the Green Belt and would also result in a loss of openness in both spatial and visual terms. No very special circumstances have been put forwards that would clearly outweigh the harm to the Green Belt by way of inappropriateness, loss of openness and other harm identified. Consequently, the proposed development would conflict with Policy SP4 of the Central Bedfordshire Local Plan (2021) and Section 13 of the National Planning Policy Framework (2024). |

The proposed development fails to accord with the pattern and grain of development in the surrounding area, particularly with regards to the siting, plot size and building line of the proposed dwellings. The proposal would also represent a harmful form of backland development and overdevelopment of the site given the close siting to existing trees and that the site layout does not successfully integrate existing landscaping within the development. Consequently, the proposal would have an unacceptable impact on the character and appearance of the surrounding area, including the wider Chilterns National Landscape, contrary to Policies HQ1, HQ8, EE4 and EE7 of the Central Bedfordshire Local Plan (2021), Sections 12 and 15 of the National Planning Policy Framework (2024), and the Central Bedfordshire Design Guide. |

Insufficient information has been provided within the application to demonstrate that the development would achieve a mandatory net gain in biodiversity in accordance with the requirements of Schedule 7A of the Town and Country Planning Act 1990. As such, the proposal would be contrary to Policy EE2 of the Central Bedfordshire Local Plan (2021), Section 15 of the National Planning Policy Framework (2024), and Schedule 7A of the Town and Country Planning Act 1990. |

Insufficient information has been provided within the application to demonstrate that the proposed dwellings would be able to achieve a sustainable relationship with existing trees along the southern boundary of the site without causing harm to these trees resulting from root damage during construction and canopy encroachment. As such, on the basis of the information provided, the Local Planning Authority are not satisfied that the proposal would have an acceptable impact upon trees, contrary to Policy EE4 of the Central Bedfordshire Local Plan (2021) and Section 15 of the National Planning Policy Framework (2024). |
