Conditions or Reasons for Planning Application - CB/25/00722/FULL
Conditions or Reasons:
1) The change of use of agricultural land to a dog walking field, associated erection of fencing and hardstanding represents inappropriate development in the Green Belt, which is, by definition, harmful to the Green Belt. The development is also detrimental to the openness and visual amenity of the Green Belt, in a spatial and visual sense. No factors which could amount to very special circumstances to clearly outweigh the harm to the Green Belt, are evident. The proposal is therefore contrary to Policy SP4 of the Central Bedfordshire Local Plan (2021), and Section 13 of the National Planning Policy Framework (2024).
2) The proposed change of use, associated hardstanding and fencing would result in an unacceptable harmful visual impact on the character and appearance of the open countryside in this rural location. Moreover, the proposal would not respect the character and beauty of the open countryside, nor would it conserve and/ or enhance the character and appearance of the area. The proposal is therefore contrary Policy EE5 and HQ1 of the Adopted Central Bedfordshire Local Plan (2021) and Sections 12 and 15 of the National Planning Policy Framework (2024).
3) Insufficient information has been provided to enable an accurate assessment of the application relating to parking, waste collection and general information about the proposed business in highway terms. Therefore, the proposal would be in contrary with Policy T2 and T3 of the Central Bedfordshire Local Plan (2021), Parking Standards for New Development (August 2023) and Section 9 of the NPPF.
