Conditions or Reasons for Planning Application - CB/25/00890/FULL
Conditions or Reasons:
1) Inadequate justification has been provided to demonstrate that there is an essential need for the temporary dwelling and associated development to support a rural worker. The development represents inappropriate development in the Green Belt, which is by definition harmful to the Green Belt and would also result in a loss of openness and conflict with one of the five purposes of the Green Belt. No considerations have been identified that would clearly outweigh the harm resulting to the Green Belt and any other harm identified. Consequently, 'very special circumstances' necessary to justify the development do not exist, and the development is contrary to the aims and objectives of Policies SP4 and DC3 of the Central Bedfordshire Local Plan (2021) and Sections 5 and 13 of the National Planning Policy Framework (2024).
2) The development, by reason of its unsatisfactory design, scale and siting within the open countryside, would have a detrimental impact upon the visual appearance and rural character of the locality, harmful to the landscape character of the Chilterns National Landscape Area. As such, the development would be contrary to Policies HQ1 and EE7 of the Central Bedfordshire Local Plan (2021), Sections 12 and 15 of the National Planning Policy Framework (2024), the Central Bedfordshire Design Guide and the Chilterns AONB Management Plan.
