Conditions or Reasons:
The site lies within an area at significant risk of surface water flooding. The applicant has failed to carry out an appropriate sequential test, which demonstrates that alternative sites are available that are in areas at low risk of flooding. Therefore, in the absence of a sequential test which seeks to divert development to areas which are less subjected to surface water flooding, the proposed development is considered to be inappropriate development which is at significant risk of flooding. As such, the proposal conflicts with Policy CC3 of the Central Bedfordshire Local Plan (2021), as well paragraph 167 of the National Planning Policy Framework (December 2024).
