Conditions or Reasons for Planning Application - CB/25/01080/FULL
Conditions or Reasons:
1) The proposal by reason of its excessive scale, unsatisfactory appearance and close proximity to residential gardens and dwellings would be harmful to the character of the immediate and local residential area and would consequently not be considered high quality development. As such, the proposed development would be contrary to Policy HQ1 of the Central Bedfordshire Local Plan (2021), Section 12 of the NPPF and Section 10 of the Design Guide.
2) In the absence of a Flood Risk Assessment (FRA) and Drainage Strategy (DS), there is insufficient information to assess the impact in terms of sustainable drainage and flood risk management, contrary to Policy CC3 and CC5 of the CBLP (2021), Section 15 of the NPPF (2024) and the CBDG (2023).
3) The proposed development, if permitted, would result in the intensification of use of a substandard access which makes no provision for the two way flow of vehicle traffic or the safe and suitable access for emergency vehicles or large transportation vehicles and will lead to conditions of danger and inconvenience to users of the highway, contrary to Policy T2 of the CBLP (2021), Section 12 of the NPPF (2024) and the Parking Standards SPD (2023).
