Conditions or Reasons:
5) Notwithstanding the details submitted, no development above slab level shall commence until samples of the materials to be used in the construction of the external surfaces of the dwelling and carport hereby permitted have been submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the approved details.

Reason: To control the appearance of the building in the interests of the visual amenities of the locality.
(Policy HQ1 of the Adopted Local Plan and Section 12, NPPF)
6) No development shall commence above slab level until a landscaping scheme to include all soft landscaping and a scheme for landscape maintenance for a period of five years following the implementation of the landscaping scheme have been submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be implemented by the end of the full planting season immediately following the completion and/or first use of any separate part of the development (a full planting season means the period from October to March). The trees, shrubs and grass shall subsequently be maintained in accordance with the approved landscape maintenance scheme and any which die or are destroyed during this period shall be replaced during the next planting season.

Reason: To ensure an acceptable standard of landscaping.

7) Notwithstanding the details shown, the dwelling hereby approved shall not be first occupied until a scheme has been submitted to and approved in writing by the Local Planning Authority indicating the positions, design, materials and type of boundary treatment to be erected. The boundary treatment shall be completed in accordance with the approved scheme before the dwelling hereby permitted is occupied and be thereafter retained.

Reason: To safeguard the appearance of the completed development and the visual amenities of the locality and to protect the amenities of existing occupiers in accordance with Policy HQ1 of the Adopted Local Plan and Section 12, NPPF.
9) No development shall take place above slab level until a scheme for the provision of a turning space for vehicles within the curtilage of the site has been submitted to and approved in writing by the Local Planning Authority. Thereafter, the dwelling hereby approved shall not be first occupied until the turning space has been provided in accordance with the approved details.

Reason: To enable vehicles to draw off, park and turn outside of the highway limits thereby avoiding the reversing of vehicles on to the highway. (Policies T2 & T3 Central Bedfordshire Local Plan, 2021)
10) The dwelling hereby approved shall not be first occupied until details of the surfacing of all on site vehicular (including vehicle tracking areas) areas shall be submitted to and approved in writing by the Local Planning Authority. Arrangements shall be made for surface water drainage from the site to soak away within the site so that it does not discharge into the highway or into the main drainage system. The dwelling hereby approved shall not be first occupied until all on site vehicular areas including vehicular tracking areas have been surfaced and drained in full accordance with the approved details.

Reason: To avoid the carriage of mud or other extraneous material or surface water from the site so as to safeguard the interest of highway safety and reduce the risk of flooding and to minimise inconvenience to users of the premises and ensure satisfactory parking of vehicles outside highway limits. (Policies T2 & T3 Central Bedfordshire Local Plan, 2021)
13) No development above slab level shall take place until an Ecological Enhancement Plan (EES) for the creation of new wildlife features such as the inclusion of integrated bird boxes, and bat boxes/bricks in the building and hedgehog holes in fences, has been submitted to and approved in writing by the local planning authority.

Reason: To ensure development is ecologically sensitive and secures biodiversity enhancements in accordance with the National Planning Policy Framework.
