Conditions or Reasons:
1) The proposed solar panels, by reason of their excessive scale and coverage of the historic roof of the Grade II Listed Building, would fail to preserve or enhance the significance of the heritage asset, nor make a positive contribution to local character and distinctiveness.  No public benefits have been put forward to outweigh the identified harm. Overall, the proposed 16 solar panels on the south west and south east elevation would lead to a low level of less than substantial harm to the significance of the Grade II Listed Building, contrary to Section 16 of the NPPF (2024), Policy HE3 of the CBLP (2021) and Section 16 of the Planning (Listed Buildings and Conservation Areas) Act 1990.
