Conditions or Reasons for Planning Application - CB/25/01424/FULL
Conditions or Reasons:
1) The siting, bulk, scale and mass of the proposed development would represent a harmful overdevelopment of the site that would result in visual detriment to the character and appearance of area including the wider countryside. The proposals would also represent an unacceptable creep of residential living accommodation beyond the settlement envelope and into the open countryside, to the detriment of the wider village character. On that basis the proposed development fails to represent high quality design, and would be contrary to Policies SP7, EE5, HQ1 and HQ8 of the Central Bedfordshire Local Plan (2021) and Section 6 of the Adopted Design Guide.
2) In the absence of national information requirements relating to biodiversity the application is accompanied by insufficient information to demonstrate prior to determination whether the biodiversity gain condition is capable of being discharged in conflict with Policies EE2 and EE8 of the Central Bedfordshire Local Plan and Section 15 of the National Planning Policy Framework.
