Conditions or Reasons:
1) The site is washed over by the South Bedfordshire Green Belt, where new buildings are considered to be inappropriate and therefore harmful to the Green Belt by definition. It is considered the proposal would not comply with any of the exemptions in Paragraph 154 of the NPPF and would therefore be considered inappropriate development within the Green Belt. No Very Special Circumstances have been put forward that would outweigh the identified harm to the Green Belt and Highways. As such, the proposal is contrary to Section 13 of the NPPF (2024), Policy SP4 of the CBLP (2021) and the CBDG (2023).
2) The proposal, if permitted, can reasonably be anticipated to lead to an increase in vehicle movements at the site that have not been quantified in the application. The application has failed to demonstrate that the access to the site, and the on-site layout, are suitable to accommodate the intensification of vehicle movements, and the associated parking and servicing needs, contrary to Policy T2 of the CBLP (2021), Section 9 of the NPPF (2024) and the Parking Standards SPD (2023).
