Conditions or Reasons:
3) Prior to the commencement of development of any phase as approved through the Phasing Plan under condition 2 of this planning permission, a scheme for protecting the proposed dwellings from noise arising from neighbouring agricultural operations has been submitted to and approved in writing by the local planning authority. The scheme shall follow the recommendations identified in the Cass Allen Noise Impact Assessment Report (Ref: RP01-19299) dated 26th September 2019. None of the dwellings shall be occupied until such a scheme has been implemented in accordance with the approved details, and shown to be effective, and it shall be retained in accordance with those details thereafter.

Reason: To protect the amenity of future occupiers of the development.

11) Prior to the commencement of development of any phase as approved through the Phasing Plan under condition 2 of this planning permission, a written scheme of archaeological investigation, that adopts a staged approach and includes the provision for post excavation analysis and publication, has been submitted to and approved in writing by the Local Planning Authority. The development hereby approved shall only be implemented in full accordance with the approved archaeological scheme.'
Reason: This condition is pre-commencement as a failure to secure appropriate archaeological investigation in advance of development would be contrary to paragraph 199 of the National Planning Policy Framework (NPPF) that requires developers to record and advance of understanding of the significance of any heritage assets to be lost (wholly or in part) as a consequence of the development.
12) Prior to the commencement of development of any phase as approved through the Phasing Plan under condition 2 of this planning permission, or prior to the demolition of any building, a written scheme of historic building recording, post recording analysis and publication, has been submitted to and approved in writing by the Local Planning Authority. The development hereby approved shall only be implemented in full accordance with the approved historic building recording scheme.
Reason: This condition is pre-commencement as a failure to secure appropriate historic building recording in advance of development would be contrary to paragraph 199 of the National Planning Policy Framework) that requires developers to record and advance of understanding of the significance of any heritage assets affected by development before they are lost (wholly or in part).
This request is in line with the requirements of Chapter 16 of the NPPF.
