Conditions or Reasons:
1) The proposed development would result in disproportionate additions over and above the size of the original dwelling having regard to the level of restraint appropriate within the Green Belt. By reason of its height, massing and overall design, the proposed development would be harmful to the openness of the Green Belt and would represent inappropriate development, which is, by definition, harmful to the Green Belt. No very special circumstances exist that would outweigh the potential harm to the Green Belt by reason of inappropriateness, and any other harm resulting from the proposal. Therefore, the proposal would be contrary to Section 13 of the NPPF, Policy SP4 of the Central Bedfordshire Local Plan and Section 11.32 of the Central Bedfordshire Design Guide.
2) The proposed development, by virtue of its unsympathetic design and excessive height and massing, would create a form of development that would appear visually incongruous within the surrounding streetscene to the detriment of the character and appearance of the area. Therefore, the proposal would be contrary to Policy HQ1 of the Central Bedfordshire Local Plan, Chapter 11 of the Central Bedfordshire Design Guide and Section 12 of the NPPF.
