Conditions or Reasons for Planning Application - CB/25/01596/FULL
Conditions or Reasons:
1) The proposed development would be sited outside of a designated Settlement Envelope and would represent an unsustainable and harmful intrusion into the countryside, whereby there would be an increased overreliance on the private vehicle to access everyday services and facilities, and would result in detriment to the character and appearance of the rural area. The proposed development would thereby be contrary to Policies SP7 of the Central Bedfordshire Local Plan (2021) and Section 2 of the NPPF (2024).
2) The proposed development, as a result of the scale, massing, domestic design and associated residential paraphernalia, would urbanise the site and would have a detrimental impact on the character and appearance of the open countryside. The proposal would therefore conflict with Policies HQ1 and EE5 of the Central Bedfordshire Local Plan (2021), the NPPF (2024), the Central Bedfordshire Design Guide (2023) and the Central Bedfordshire Landscape Character Assessment (2024).
3) Insufficient information has been provided within the application to demonstrate that the development would be able to deliver a net gain for biodiversity. As such, the proposal is contrary to policy EE2 of the Central Bedfordshire Local Plan (2021) and section 15 of the National Planning Policy Framework (2023).
